    Abstract: Biennalen sind Plattformen für den Dialog über globale Kunst- und Kulturdiskurse und tragen erheblich zur Dezentralisierung des Kunstbetriebs bei. Dabei spielt die Kontextgebundenheit der jeweiligen Biennale eine große Rolle mit ihren spezifischen geopolitischen Rahmenbedingungen, Organisationsformen, Förderstrukturen und lokalen Akteuren. Die vorliegende Studie nimmt exemplarisch vor allem die in den letzten Jahren gegründeten Biennalen des sogenannten "Globalen Südens" in den Blick, mit einem Schwerpunkt auf dem afrikanischen Kontinent, um sowohl Trends als auch spezifische Bedarfe zu identifizieren. Es erfolgt daher eine Betrachtung und Kontextualisierung von Förderinitiativen für Biennalen weltweit, die multilateral von der EU oder von Kulturinstituten europäischer Länder durchgeführt werden, um aktuelle Tendenzen sowie Potenziale für die AKBP und für internationale Kooperationen auszumachen

    Abstract: Der Regierungswandel in Georgien nach der 'samtenen Revolution' von 2003 führte zu grundlegenden Reformen des Bildungssystems und insbesondere auch zu einer neuen Sprachen- und Bildungspolitik. Im vorliegenden Beitrag werden die Implikationen dieser Entwicklungen für die nationalen Minderheitengruppen in Georgien untersucht. Zu Beginn wird ein Überblick über das allgemeinbildende Schulwesen gegeben und die Unterrichtung der georgischen Sprache in nicht-georgischsprachigen Schulen, die nationalen Curricula, der Unterricht für ethnische Minderheiten, die Vorschulerziehung sowie das Management von Schulen beschrieben. Im Anschluss daran werden die Institutionen der Hochschulbildung dargestellt und Fragen des Hochschulzugangs für Minderheitengruppen erörtert. Darüber hinaus werden verschiedene Förderungsprogramme und Initiativen des Ministeriums für Bildung und Wissenschaft aus den Jahren 2005 bis 2008 vorgestellt und Empfehlungen für weitere Reformen des Bildungswesens gegeben, die si

    Abstract: "Der Zusammenhang von sozialen Bewegungen und künstlerischer Produktion scheint durch die Aufmerksamkeitsraster einer an Individuen und ihren Produkten interessierten Kunstgeschichte auf der einen und den mehr an Produktionsverhältnissen und kollektiven Organisations- und Kommunikationsformen ausgerichteten Sozialwissenschaften hindurchzurutschen. Da, wo er thematisiert wird, vor allem im Kontext poststrukturalistischen Ansätze, werden die feldinternen Positionierungen und die Kämpfe um deren Durchsetzung zu gering geschätzt. Zudem wird tendenziell vorausgesetzt, es gebe immer über das Kunstfeld hinausreichende Effekte. Der Text plädiert für eine Lesweise des Zusammenhangs von Kunstproduktion und sozialen Bewegungen, der dessen Effekte nicht als unmöglich, aber auch nicht als selbstverständlich begreift. Neue symbolische Setzungen in der Kunst und die Verschiebung von Wertmaßstäben basieren auf feldinternen Kämpfen einerseits, sind andererseits aber auch als 'cultural politics' zu

    Abstract: Die Region Samtskhe-Javakheti in Georgien wird von einer großen Anzahl ethnischer Gruppen armenischen Ursprungs bewohnt, deren 'erste' Sprache armenisch oder russisch ist. Zudem leben kleinere Gruppen russischer Dukhobors, Griechen und Georgier in Javakheti. Neben der sprachlichen und kulturellen Vielfalt zeichnet sich die Region, die zu den ärmsten Gebieten des Landes gehört, durch eine sehr bescheidene zukünftige Wirtschaftsentwicklung aus. Vor diesem Hintergrund befasst sich der Beitrag mit zwei Fragen: Wie kann die Auswanderung der jungen gebildeten Generation verhindert werden? Wie kann der georgische Staat die ethnische Diversität in der höheren Bildung verbessern und das Bildungsangebot für Studenten nationaler Minderheiten attraktiv gestalten? Zur Untersuchung der Aufgabe angemessener Hochschulbildung werden erfolgreiche Lösungsansätze aus zwei Ländern mit ähnlichen Problemen herangezogen.     Abstract: Created in 1934, the Union of Soviet Writers facilitated the instrumentalisation of literature by the Soviet authorities: it was its main goal, explicitly proclaimed at the first Congress of this Union, and repeated until the 1980s. The Union of Soviet Writers was supposed to create and educate a "New Person" who would build and embody communism. Furthermore, the Union of Soviet Writers was the model of other creative unions in the USSR and in the Soviet bloc. For more than fifty years, it selected, guided and controlled writers; it participated to the censorship process, as well as to the purges and repression of dissidents. In exchange, the Union of Soviet Writers received very important material rewards, of which its leaders were the main beneficiaries. The Union of Writers developed as a pyramidal structure: it had organizations in every Soviet republic (in Russia, only since 1958) and in many towns, and they collaborated at all levels with the corresponding CPSU structures. The circulation of writers in the East-European space has to ensure a certain homogenization of literary practices.     Abstract: This introductory article presents the study of the state artist in the context of the communist regimes in Eastern Europe and the USSR through several case studies. This introduction places the analyses gathered here of the relationship between artists and the state in different phases of the communist regimes, and in different artistic expressions, as well as in several countries. While the focus is on Romanian cases of study, the articles bring forward possible comparisons with neighboring communist regimes. Some of the articles included in this special issue deal with visual arts, literature, photography, amateur rural comedy brigades, and specific cases of artists (Ion Irimescu and Ion Grigorescu), while other articles discuss the specific institutional contradictions of the Soviet cultural framework. This issue advances thus a little bit further in the comparative institutional archive-based study of cultural institutions during communism
