    Abstract: Alors que l’impact du Brexit sur l’Afrique anglophone était un sujet majeur dans les discussions controversées britanniques sur les avantages et les inconvénients du Brexit, les répercussions possibles sur l’Afrique francophone ont rarement été mentionnées. Pourtant, la gamme d'effet possible du Brexit est impressionnante, y inclut la renaissance des réseaux sociaux progressistes en Afrique francophone. Ces derniers demandent déjà plus de souveraineté politique et économique, par exemple vis-à-vis de la monnaie de plus en plus anachronique du F CFA. Cependant, compte tenu du manque de puissance compensatrice de la Grande-Bretagne au sein de l'UE dans le cas du Brexit, le réseau trouble de la Françafrique pourrait également être revitalisé et consolidé. Enfin, le Brexit et ses effets de propagation pourraient également avoir une incidence négative sur les droits de l'homme acquis, tant en Europe qu'en Afrique.     Abstract: "This study analyses options to improve the division of labour between the various donors of the European Union: the European Commission and the Member States. It was commissioned by the German Federal Ministry for Economic Co-operation and Development (BMZ). However, it is the responsibility of the German Development Institute (DIE) alone and any conclusions should not be attributed to BMZ. The study is part of a research project on division of labour in EU development co-operation of DIE, the Centre of International Relations at the University of Ljubljana and the Centre of African and Development Studies at the Technical University of Lisbon. Case studies on the possible roles of the New Member States and Portugal in a division of labour will be published in another DIE discussion paper." (author's abstract)

    Abstract: Der Beitrag erörtert die These, wonach das politische System der Bundesrepublik Deutschland mit seiner konsensualen Ausrichtung einen starken Einfluss auf die politischen Ergebnisse zum Klimawandel hat, und zwar sowohl innerhalb Deutschlands als auch hinsichtlich seiner umweltpolitischen Ziele in internationalen Beziehungen. Das theoretische Fundament der Ausführungen bildet die Diskursethik von J. Habermas, die hier als angemessener Rahmen für die Implementierung internationaler Richtlinien angesehen wird. Aus Habermas'scher Sicht können demnach die den Klimawandel betreffenden Politiken das Ergebnis einer rationalen Entscheidungsfindung sein, die aus einem Diskurs unterschiedlicher Eingaben und Betrachtungen hervorgeht. Die Untersuchung gliedert sich in drei Schritte: In einem ersten Schritt wird zunächst die Entwicklung des politischen Systems sowie die politische Kultur Deutschlands seit dem Ende des Zweiten Weltkrieges beschrieben (Föderalismus usw.).     Abstract: "The EU under the German Presidency published its first strategy paper on Central Asia in June 2007. The document addresses a wide array of issues ranging from democracy and human rights to trade, energy cooperation, migration and inter-cultural dialogue. While Central Asia has been largely overlooked by the EU in the past, the new policy signals that the EU is no longer content to be left behind while other global powers become increasingly involved in the region. The EU will undoubtedly be a more visible presence in Central Asia in the coming years, but the question remains what kind of role the EU will play and the impact it will have on regional affairs. This paper analyzes the real motivations behind the new strategy, the role of Germany in its creation, the priorities it sets forth, as well as the characteristics and future challenges of the policy. Finally, the implications of the policy for China and the Shanghai Cooperation Organization (SCO) are discussed. The analysis is

    Abstract: “Françafrique”, “Francophonie”, “l’état franco-africain” and “Mafiafrique” – all these terms are commonly used if one comes to talk about French-African relations after the severing of colonial ties in 1960. Even though they bear slightly different meanings, they share the notion of a very close, stable, and continuous if not to say colonially-styled relationship. According to the relevant literature, the European Economic Community (EEC) acted thereby as a stabilizing instrument. Against this backdrop, the paper tries to present new perspectives on the complex relationship between the EEC, France and its former African colonies associated to the community since 1958. The paper explores to what extent France’s belonging to the EEC triggered Europeanization processes that directly affected French-African relations and eventually acted in favor of decolonization of metropolitan France.     Abstract: Seit 2015 steht der Umgang mit Flucht- und Migrationsbewegungen ganz oben auf der Agenda der EU und ihrer Mitgliedstaaten. Große Hoffnungen sind an entwicklungspolitische Interventionen geknüpft, die migrationswilligen Menschen Perspektiven in ihren Heimatländern bieten. Diese Politik geht mit einer Fixierung auf Wanderungsstatistiken einher; die lokalen Kontexte und die regionalen Dynamiken der Partnerländer werden dabei häufig vernachlässigt. Hier setzt die Studie an: Auf welche gesellschaftlichen, politischen und wirtschaftlichen Prozesse trifft die externe Migrationspolitik der EU in afrikanischen Staaten. Welche Möglichkeiten der Kooperation sind realistisch? Die Untersuchung konzentriert sich auf mehrere Länder, die in unterschiedlichem Grade autoritär regiert werden: Ägypten, die Maghrebstaaten Algerien und Marokko, den Sahelstaat Niger sowie die am Horn von Afrika in einem "Migrationskomplex" miteinander verbundenen Länder Sudan und Eritrea.
