    Abstract: "Die Entwicklung der Alterssicherung in Deutschland ist eines der zentralen Themen, mit denen sich Prof.Dr. Winfried Schmähl, seit Gründung des Zentrums für Sozialpolitik Leiter der Wirtschaftswissenschaftlichen Abteilung des ZeS, in seiner wissenschaftlichen Arbeit beschäftigt hat. Zur Ehrung und Verabschiedung von Winfried Schmähl aus dem 'aktiven' Dienst der Universität Bremen veranstaltete das Zentrum für Sozialpolitik im Mai 2008 ein wissenschaftliches Symposium. Es richtete den Fokus auf die Frage, ob ein Paradigmenwechsel in der deutschen Alterssicherungspolitik schon während der letzten vier Regierungsjahre von Helmut Kohl stattgefunden habe. In einer - hochkarätig besetzten - Podiumsdiskussion wurde dieser Frage im Detail nachgegangen; Zeitzeugen und Weggefährten rekapitulierten die sozialpolitischen Entscheidungen Ende der 90er Jahre und befassten sich mit den Folgen für die gesellschaftliche Entwicklung der Bundesrepublik Deutschland.     Abstract: Throughout history, nothing has killed more human beings than infectious diseases. Although, death rates from pandemics dropped globally by about 0.8 % per year, all the way through the 20th century, the number of new infectious diseases like Sars, HIV and Covid-19 increased by nearly fourfold over the past century. In Africa, there were reported a total of 4,522,489 confirmed COVID-19 cases and 119,816 death, as of 23 April 2021. The pandemic impacted seriously on the economic and social sectors in almost all African countries. It is threatening to push up to 58 m people into extreme poverty. However, apart from the African poor, the Covid pandemic also affects the growing African middle class, i.e. about 170 million out of Africa's 1.3 billion people currently classified as middle class. Nearly eight million of may be thrust into poverty because of the coronavirus and its economic aftermath. This setback will be felt for decades to come.     Abstract: "The issue of social exclusion, currently of particular concern to policy makers in Brussels, is a manifestation of new aspects of social inequality that are supposed to go along with persistent high unemployment rates and increasing poverty affection. The concept provides a multidimensional and dynamic perspective of the resultant weakened possibilities to participate in social life. The growing acceptance of the term, however, has not been accompanied by a consensus regarding who exactly belong under its rubric nor how this could be verified empirically. This contribution makes an effort to cut down the broad meaning of social exclusion in order to propose dimensions and indicators for measurement and monitoring purposes. With the help of actual data from the Euromodule, a representative survey instrument for European welfare comparison, the interplay between standard of living and social participation is analysed in Hungary, Spain, and Germany.     Abstract: "The assumption that today's society is polarised, is a very popular one in the current public and scientific debate. Access to the labour market is referred to as the main characteristic, which decides whether someone is 'inside' or 'outside'. Lots of theoretical and conceptual efforts have been undertaken to establish dimensions and characteristics of social exclusion, addressing processes of denied participation - socially, economically, politically or culturally. Nevertheless, poverty and social exclusion as two descriptions of severe social inequality have often been mixed up, and hypothesis about their interrelation and characteristics have hardly been tested empirically. Is poverty the first stage on the way 'out of society', or are there considerable differences between the risk of becoming poor or socially excluded? In this contribution I propose the conceptualization and operationalization of social exclusion tendencies on the basis of the German Welfare Survey 1998. Firs

Neue Politikleitlinien der bi- und multilateralen Geber bekräftigen, dass Armutsbekämpfungsprogramme nur erfolgreich sein können, wenn sie die gesellschaftliche Ungleichheit zwischen Männern und Frauen berücksichtigen. Es gilt daher, den Zugang von Frauen zu Ressourcen und Rechten zu gewährleisten sowie Maßnahmen zur Überwindung von struktureller Benachteiligung zu ergreifen. Spectacle consists of images such as games, entertainments or television shows which are political tools in the hands of the Capitol to stabilize its power. In fact, by applying these images through different exciting entertainments and shows, the Capitol disperses people more and destroys their unity so that people cannot be united to rebel against the Capitol’s power. This paper tries to apply the theory of spectacle to Suzanne Collin's Hunger Games and as the title of the novel is very telling of itself, it revolves around the annual event of Hunger Games connoting the starvation of the poor people in the twelve districts and the Capitol.     Abstract: Der Beitrag präsentiert aus entwicklungspolitischer Sicht mögliche Formen der zukünftigen Zusammenarbeit Deutschlands mit Schwellen- und Ankerländern. Mit der Studie wird somit das Ziel verfolgt, neue bzw. aktualisierte Strategie- und Handlungsoptionen für das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) sowie andere Ressorts der Bundesregierung aufzuzeigen. Dabei gliedern sich die Ausführungen in zwei Teile: Zunächst werden die Schwellen- und Ankerländer den o.g. Zielsetzungen entsprechend inhaltlich definiert, mit Indikatoren belegt und anhand international vergleichbarer Statistiken bestimmt. Identifiziert werden auch diejenigen Länder, die zur weltweiten Armutsreduzierung sowie im Rahmen globaler Umweltpolitik von besonderer Bedeutung sind. So handelt es sich bei Ankerländern um jene Länder, denen im jeweiligen regionalen Kontext eine herausragende ökonomische und politische Bedeutung zukommt.     Abstract: Die Doktorarbeit rückt die Frage ins Zentrum wie sich die Teilhabemöglichkeiten von Aufstocker/innen, d.h. Erwerbstätigen die ´Hartz IV´ beziehen, darstellen. Normativer Fokus ist, dass eine Demokratie gleichberechtigte Teilhabe aller Gesellschaftsmitglieder gewährleisten sollte. Der verwendete Begriff von Teilhabe leitet sich dabei aus der Demokratietheorie Nancy Frasers ab und nimmt deshalb insbesondere Fragen von Verteilung, von Anerkennung und von Repräsentation in den Blick. Anhand von Interviews mit Aufstocker/innen und der Auswertung des Panels Arbeitsmarkt und Soziale Sicherung werden die Teilhabemöglichkeiten von Aufstocker/innen beleuchtet. Dabei zeigt sich, dass diese 1,3 Millionen Personen (Januar 2013) in Bezug auf Teilhabemöglichkeiten sowohl einige Gemeinsamkeiten aufweisen, als sich die Lage Einzelner auch unter anderem nach Geschlecht, Haushaltszusammensetzung und Erwerbstätigkeitstyp unterscheidet.     Abstract: "The concept of anomie is one of the classics of sociological theory. Developed and evolved by scholars such as Emile Durkheim and Robert K. Merton, the concept refers to the absence of clear social norms and values and to a lack of sense of social regulation. However, whereas Merton focused on features of relative deprivation that cause anomie, Durkheim was primarily interested in the link between rapid social change and social anomie. According to the latter, normative regulation is threatened with being undermined and people are likely to lack the social and psychological means for adjustment in times of rapid social change. Empirically, it has been shown that citizens of changing societies are more likely to report feelings of powerlessness, loneliness and pessimism. Drawing on survey data from the South African General Household Survey polled in 2002, this paper examines the extent of social anomie in South Africa.     Abstract: Der Beitrag beschäftigt sich mit dem Armutsproblem in philippinischen Großstädten und den Auswirkungen städtischer Siedlungspolitik und Sozialwohnungsprojekte als Teil einer Politik der gezielten Armutsminderung. Am Beispiel des "Community Mortgage Program" (CMP) wird aufgezeigt, wie zwar die Legalisierung unrechtmäßiger, von Armut betroffener Ansiedler durch die Möglichkeit rechtmäßigen Erwerbens von Land zur Errichtung von Häusern zwar weite Teile der "squatters" zu Grundstücksbesitz verhilft, gleichzeitig jedoch die wirklich Armen unter ihnen ausschließt. Die Gleichsetzung von "squatters" und "urban poor" und die Tatsache, daß viele der unrechtmäßigen Ansiedler der bürgerlichen Schicht entstammen und lediglich in Opposition zu den steigenden Boden- und Mietpreisen stehen, haben dazu geführt, daß das CMP durch die undifferenzierte Annahme einer homogenen Zielgruppe allenfalls einer elitären Mittelschicht der "squatters" dient, während die Ärmsten unter den Armen und Obdachlosen i
