    Abstract: "This paper proposes a simultaneous-equation approach to the estimation of the contribution of infrastructure accumulation to private production. A political economy model for the allocation of public infrastructure investment grants is formulated. The empirical findings, using a panel of large German cities for the years 1980, 1986, and 1988, suggest that cities ruled by a council sharing the State ('Bundesland') government's current political affiliation were particularly successful in attracting infrastructure investment grants. With regard to the contribution of infrastructure accumulation to growth, the authors find that public capital is a significant factor in private production. Moreover, at least for the sample studied, they find that simultaneity between output and public capital is weak; thus, feedback effects from output to infrastructure are negligible."     Abstract: Purpose: The purpose of this paper is to analyze the dynamics of China's health biotech clusters from an interregional perspective. By treating clustering as the result of firms' localization choices, the paper examines whether and why different types of firms agglomerate in the various locations. Design/methodology/approach: The paper employs a demographic approach that is inspired by the 2006 work of Romanelli and Feldman on cluster development in the USA. It categorizes China's clusters based on differences in the degree of policy support and the nature of the science base. Then, it draws a sample of 75 of China's most visible firms and analyses them in terms of entrepreneurial origin, their location and, if applicable, the location of their subsidiaries. By matching types of firms with types of clusters, the paper highlights some characteristics of China's regional development.     Abstract: "Das Arbeitspapier untersucht den Einfluß von Straßeninfrastruktur auf Produktivität und Wachstum im verarbeitenden Gewerbe in Deutschland für den Zeitraum 1970-1993. Den Hintergrund bildet die in der Literatur kontrovers diskutierte sogenannte Hypothese über das 'Defizit an öffentlichem Kapital', wonach der seit Anfang der siebziger Jahren zu beobachtende allgemeine Rückgang des Produktivitätswachstum auf die in diesem Zeitraum ebenfalls zurückgegangenen öffentlichen Infrastrukturinvestitionen zurückgeführt werden kann. Die empirische Analyse wird mit einem Paneldatensatz auf Ebene der 11 westdeutschen Bundesländer durchgeführt. Zwei Wirkungsweisen von Infrastruktur auf die private Produktion werden unterschieden. Erstens können Firmen öffentliche Infrastruktur quasi wie ein kostenloses 'Zwischenprodukt' für die Produktion nutzen. Zweitens kann Infrastruktur ähnlich wie technischer Fortschritt die Produktivität der privaten Produktionsfaktoren erhöhen. Im vorliegenden Papier werde
