    Abstract: "This paper proposes a simultaneous-equation approach to the estimation of the contribution of infrastructure accumulation to private production. A political economy model for the allocation of public infrastructure investment grants is formulated. The empirical findings, using a panel of large German cities for the years 1980, 1986, and 1988, suggest that cities ruled by a council sharing the State ('Bundesland') government's current political affiliation were particularly successful in attracting infrastructure investment grants. With regard to the contribution of infrastructure accumulation to growth, the authors find that public capital is a significant factor in private production. Moreover, at least for the sample studied, they find that simultaneity between output and public capital is weak; thus, feedback effects from output to infrastructure are negligible."     Abstract: "This paper proposes a simultaneous-equation approach to the estimation of the contribution of transport infrastructure accumulation to regional growth. We model explicitly the political-economy process driving infrastructure investments; in doing so, we eliminate a potential source of bias in production-function estimates and generate testable hypotheses on the forces that shape infrastructure policy. Our empirical findings on a panel of France's regions over 1985-92 suggest that electoral concerns and influence activities were, indeed, significant determinants of the crossregional allocation of transportation infrastructure investments. By contrast, we find little evidence of concern for the maximization of economic returns to infrastructure spending, even after controlling for pork-barrel." (author's abstract)

    Abstract: "Die Arbeit beschreibt die unterschiedlichen institutionellen Rahmenbedingungen, unter welchen Planung und Finanzierung von Infrastruktur in Deutschland und Frankreich realisiert werden. Weiterhin werden die wirtschaftlichen Effekte von Infrastruktur ökonmetrisch für deutsche und französische Regionen geschätzt. Es wird Evidenz dafür gefunden, dass regionale Straßeninfrastruktur in den meisten der getesteten Spezifikationen einen signifikanten Einfluss auf den regionalen Output hat. Wird allerdings auch Heterogenität der Parameter zwischen deutschen und französischen Regionen berücksichtigt, zeigt sich, dass nur für Frankreich der Produktivitätseffekt von Straßeninfrastruktur signifikant ist, während die Ergebnisse für die 11 deutschen Bundesländer, in Abhängigkeit von der verwendeten Spezifikation, nicht eindeutig sind."     Abstract: "In dieser Untersuchung wird ein simultanes Gleichungssystem zur Schätzung des Beitrags von Verkehrsinfrastrukturinvestitionen zu regionalem Wachstum verwendet. Es wird explizit der politische Prozeß modelliert, der Infrastrukturinvestitionen determiniert; dadurch wird eine mögliche Ursache einer verzerrten Parameterschätzung vermieden, die eintreten kann, wenn Produktionsfunktionen einzeln geschätzt werden. Gleichzeitig fließen in das Modell weitere empirisch überprüfbare Hypothesen über die Determinanten von Infrastrukturpolitik ein. Die empirischen Ergebnisse für einen Paneldatensatz mit 21 französischen Regionen im Zeitraum 1985-1991 zeigen, daß unterstützende Aktivitäten in der Tat einen signifikanten Einfluß auf die regionale Allokation von Verkehrsinfrastrukturinvestitionen haben. Darüber hinaus werden nur wenig empirische Hinweise dafür gefunden, daß auch erwartete Produktivitätseffekte von Infrastruktur bei der regionalen Allokation in Frankreich von Bedeutung sind." Moreover, we find evidence that for Germany the priority of promoting equal living conditions throughout the regions is an important determinant of regional infrastructure policy."
