    The European Forest Sector Outlook Study presents long term trends for supply and demand of forest products (roundwood, sawnwood, panels, pulp, paper, non-wood products) and services and outlook to 2020, in western and eastern Europe and four major CIS countries, including Russia. It reviews trends for the forest resource, trade, markets and recycling. It stresses the future shift in the balance of the sector to the east, and the importance of cross-sectoral issues, notably consequences for the forest sector of energy, environment and trade policies, which are examined in some detail. The study is based on a major collaborative effort by experts in the countries covered by the study, under the auspices of the UNECE Timber Committee and the FAO European Forestry Commission. The study identifies a number of major policy issues and proposes some policy recommendations, as a basis for future debate.

    Abstract: Vor dem Hintergrund der bestehenden Konventionen für den Klimaschutz, die Erhaltung der Biodiversität und die Desertifikationsbekämpfung beschäftigt sich der Beitrag mit der Verrechtlichung der internationalen Waldpolitik und möglichen Optionen. Im Zentrum der Auseinandersetzung um ein völkerrechtlich verbindliches Instrument steht die Frage, inwiefern ein solches Instrument einen entscheidenden Beitrag für den Schutz und die nachhaltige Bewirtschaftung von Wäldern leisten kann. Dazu wird in einem ersten Schritt ein kurzer Überblick über die Ursachen und Folgen von Prozessen der Degradierung und Zerstörung von Wäldern gegeben. Daran knüpft eine Darstellung des Standes der internationalen waldpolitischen Vereinbarungen an, wie er sich aus den Übereinkünften des Erdgipfels von Rio de Janeiro 1992, dem waldpolitischen Dialog auf globaler, multilateraler und regionaler Ebene und verschiedenen Ansätzen zivilgesellschaftlicher Gruppen entwickelt hat.     In recent decades, globalization and internationalization led to an increase in the number of international regimes attempting to influence national behaviour over many different issues. By using the case of the international forest regime complex this thesis seeks to evaluate how an international organization such as the World Bank and private institutions of forest certification influence domestic forest policy. The cases of Argentina and Armenia were selected as examples of developing countries open to international influences with weak forest sectors that went through a recent administrative restructuring. In so doing this dissertation seeks to answer how do international and transnational organizations influence domestic forest policies? The results show that: the influence of the World Bank in Argentina and Armenia pushed the forest sector towards deregulation; state bureaucracies play an important role in the implementation of transnational regimes at the national level; the political system of federal countries provides multiple institutional access points for policy change that international and transnational regimes try to use in order to influence the domestic level, consequently changing the power balance of the domestic networks
