    "The Origin of Financial Crises" provides a compelling analysis of the forces behind today's economic crisis. In a series of disarmingly simple arguments George Cooper challenges the core principles of today's economic orthodoxy, explaining why financial markets do not obey the efficient market principles described in today's economic textbooks but are instead inherently unstable and habitually crisis prone. The author describes the evolution of our modern monetary system, explaining along the way how financial instability emerged and why this instability required the development of central banking. Cooper claims that misguided faith in the power of free markets has led some central banks to neglect their core role of managing the financial system and instead caused them to pursue policies which promote a series of ever more violent boom-bust cycles."The Origin of Financial Crises" calls for a radical shift in central bank strategy the abandonment of inflation targeting and a paradigm shift in our attitude to economic policy. Along the way the reader will learn about the fundamentals of inflation and discover what policy makers can learn from the designers of the Eurofighter jet. They will also learn how an obscure paper on steam engines, written in 1868, by the inventor of colour photography shows us how to avoid repeating recent monetary policy mistakes. Uniquely, "The Origin of Financial Crises" presents tangible policy proposals aimed at helping break out of the seemingly endless procession of damaging boom-bust cycles

    Die größte Wirtschaftskrise seit der Großen Depression in den 1930er Jahren wurde durch die Insolvenz der Investmentbank Lehman Brothers am 15. September 2008 drastisch verschärft. Dies stürzte die Finanzmärkte in eine Vertrauenskrise, die beinahe zum Zusammenbruch des weltweiten Bankensystems führte und nur durch massive staatliche Rettungsprogramme verhindert werden konnte. Die Staats- und Regierungschefs der 20 größten Wirtschaftsmächte beschlossen im November 2008 die Neuordnung des Finanzsystems. Die Banken wurden seitdem durch höhere Anforderungen an ihr Eigenkapital robuster gemacht, außerbörsliche Märkte wurden transparenter gestaltet, die Finanzaufsicht wurde gestärkt und Sanierungs- und Restrukturierungsverfahren wurden speziell für den Fall der Insolvenz einer systemrelevanten Bank entwickelt. Einige Regulierungen sind jedoch nicht oder nur unzureichend national umgesetzt worden, andere wurden auf der nationalen Ebene schärfer umgesetzt. Die vorliegende IW-Analyse bewertet die Regulierungsbemühungen der letzten fünf Jahre daraufhin, wie die Funktionsfähigkeit des Finanzsystems in Zukunft sichergestellt werden kann, sodass die Finanzmärkte wichtiger Dienstleister der Realwirtschaft bleiben und das Wirtschaftswachstum fördern. The worst economic crisis since the Great Depression of the 1930s was dramatically intensified by the bankruptcy of Lehman Brothers, an investment bank, on September 15th, 2008. This plunged the financial markets into a crisis of confidence which almost led to the collapse of the global banking system, a disaster only prevented by massive government bail-outs. In November 2008, the heads of government of the 20 largest economies decided on a reorganization of the financial system. Since then the banks have been made more robust by higher equity capital requirements; off-exchange trading has been rendered more transparent; financial oversight has been tightened; and contingency procedures have been drawn up specifically to rehabilitate and restructure any bank whose insolvency is considered a threat to the financial system. However, implementation at the national level has been uneven, with some regulations being applied more strictly, others inadequately or not at all. The present analysis evaluates the success of the regulatory endeavours of the last five years in ensuring that the financial system continues to function and the financial markets go on providing important services to the real economy, thus promoting economic growth.

    In modernen Gesellschaften steht das Thema Gerechtigkeit ganz oben auf der politischen Agenda. Viele Menschen sind der Ansicht, die soziale Gerechtigkeit habe in den letzten Jahren abgenommen. Unklar bleibt dabei, was unter Gerechtigkeit verstanden wird. Der Gerechtigkeitsindex des Instituts der deutschen Wirtschaft Köln erfasst das Phänomen anhand von sechs verschiedenen Dimensionen (Bedarfs-, Leistungs-, Chancen-, Einkommens-, Regel- und Generationengerechtigkeit), um die Veränderungen von 2000 bis 2010 nachzuzeichnen. Dabei werden auf Basis von über 30 Einzelindikatoren (zum Beispiel Gini-Koeffizienten oder Jugendarbeitslosigkeit) die Entwicklungen in 28 OECD-Staaten messbar und vergleichbar gemacht. Deutschland erreichte im Jahr 2010 insgesamt Rang 9. Lediglich in den Bereichen der Chancen- und der Generationengerechtigkeit gibt es deutliche Verbesserungspotenziale. Ein Abgleich dieser Ergebnisse mit einer aktuellen Bevölkerungsumfrage zur Gerechtigkeit in Deutschland zeigt, wie stark das subjektive Gerechtigkeitsempfinden von der gesellschaftlichen und wirtschaftlichen Realität abweicht. In modern societies fairness stands right at the top of the political agenda. Many people are convinced that over the last few years our society has become less just, though what exactly is meant by the term remains unclear. The Fairness Index maintained by the Cologne Institute for Economic Research (IW Köln) captures the phenomenon in six different dimensions (basic needs; just rewards; equal opportunities; fair incomes; the same rules for all; and fair distribution between generations) and tracks the changes from 2000 to 2010. Over 30 separate indicators (Gini coefficients and youth unemployment, for example) make it possible to measure and compare developments in 28 OECD countries. In 2010 Germany was ranked 9th overall. Only in terms of equal opportunities and fair distribution between generations is there clear scope for improvement. A comparison of these findings with a recent opinion poll on fairness in Germany reveals the extent to which subjective perceptions of justice diverge from the societal and economic reality.
