    What kind of public sphere is possible in the European Union with its considerable diversity of national identities, languages, and media systems? Against the backdrop of debates about a fundamental European community deficit and the possibility of postnational democracy, this book explores the role of a European public sphere not only in bridging presumed gaps between citizens and their representatives in the European institutions but also in creating transnational communicative spaces that contribute to the politicization of EU politics. Drawing on Deweyan pragmatism, social constructivism, and the Habermasian notion of constitutional patriotism, this book moves beyond the conventional wisdom that a European public sphere necessitates the existence of a sense of European 'identity light'. Arguing that a political sense of community along the lines of a European constitutional patriotism can only emerge out of the democratic process itself, Maximilian Conrad looks at the role of daily newspapers not only as framers of public debate, but also as actors with distinct normative views regarding the future of the integration process, both in terms of the nature of the EU as a polity and the nature of democratic rule in this polity. The crucial empirical question addressed in the book is: Do newspapers with a pronounced preference for more democracy beyond the nation state also play a more active role in providing forums for transnational debate?

    Abstract: Die Studie untersucht neue Formen des Regierens (governance) in Europa. Zunächst werden Typen des 'new governance' wie die Methode der offenen Koordination und der freiwilligen Abstimmung unterschieden. Die theoretische Diskussion dieser Typen arbeitet die Ursachen ihrer Entstehung, den Operationsmodus und die Verbindungen mit den 'klassischen' Formen der Entscheidungsfindung heraus. In einem zweiten Schritt wird dann die relative Bedeutung dieser neuen Formen im europäischen politischen Entscheidungsprozess erörtert. Die Beobachtung der europäischen Politik im Zeitraum von Anfang 2000 bis Juli 2001 zeigt, dass nur ein geringes Maß des policy-outputs als 'neu' im obigen Sinn bezeichnet werden kann. Abschließend werden Fragen der institutionellen Kapazität der EU und deren instrumentelle Effektivität und Effizienz erörtert. (ICAÜbers)

    The process of monetary integration in Europe began amid widespread skepticism among economists about the project. But today the success of the euro has prompted a reconsideration of whether monetary unions should be implemented elsewhere. This CESifo volume assesses contemporary theoretical and empirical work on optimal currency areas, considering such questions as the expansion of the eurozone, the institution of monetary unions in Latin America and East Asia, and the effect of monetary unions on the working of the "real economy." - The first chapters consider the issues surrounding the enlargement of the eurozone, discussing, among other topics, its effect on labor market reforms, the empirical validity of the "endogeneity of the optimum currency criteria" hypothesis, and the integration process of Central European countries into the eurozone. Other chapters consider such topics as the effect of monetary unions on trade flows, risk-sharing mechanisms to protect against asymmetric shocks, dollarization in Latin America, and the potential for a monetary union of China, Japan, and South Korea based on a common business cycle and high correlation of their output behavior. These studies add significantly to our knowledge of the economics of monetary integration.
