    "A comparative study of empire in the Middle East and Central Asia. Empire matters for post-imperial outcomes, as is shown in this comparative study. The imperial creation of states in MENA and Central Asia explains several similarities in both regions' successor states. Differences in imperial heritages also partly account for the greater instability of the MENA states system and their lesser legitimacy. While eventually the imperial relation to an external metropole came to an end, the social patterns and institutional practices forged in these relationships remained; some only as traces, but others that endured in the transformation of empire into something else, a national sovereignty which should be seen as more than 'neo-colonialism' but less than 'total independence'. This challenges the view of an automatic linear progression from empire to sovereignty and indeed, suggests the two conditions can and do co-exist.     "Central Asian states have experienced a number of historical changes that have challenged their traditional societies and lifestyles. The most significant changes occurred as a result of the revolution in 1917, the incorporation of the region into the Soviet Union, and gaining independence after the collapse of the USSR. Impartial and informed public evaluation of the Soviet and post-Soviet periods has always been a complicated issue, and the 'official' descriptions have often contradicted the interpretations of the past viewed through the experiences of ordinary people. Identity and Memory in Post-Soviet Central Asia looks at the tradition of history construction in Central Asia. By collecting views of the public's experiences of the Soviet past in Uzbekistan, the author examines the transformation of present-day Central Asia from the perspective of these personal memories, and analyses how they relate to the Soviet and post-Soviet official descriptions of Soviet life. The book discusses that the way in which people in Central Asia reconcile their Soviet past to a great extent refers to the three-fold process of recollecting their everyday experiences, reflecting on their past from the perspective of their post-Soviet present, and re-imagining. These three elements influence memories and lead to selectivity in memory construction, emphasising the aspects of the Soviet era people choose to recall in positive and negative lights.     "Sievers takes on the task of explaining the remarkable economic declines of the post-Soviet Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) in the past decade, and the turn of these states toward despotism. In 1990-1992 optimistic hopes for achieving transition to free markets, democracy and sustainable development were voiced. Instead, there has been a continued worsening of the serious environmental problems of the Soviet era, and the region's track record on respect for civil, political and human rights is no better than, and in some cases worse than, that of the Soviet Union in its last decades." "Dismissing explanations of the decline as the result of "Asian" or "nomadic" values as simplistic and opportunistic, the author makes use of extensive fieldwork to explain this decline as the result of the region's unbalanced stocks of natural, physical, human, financial, organizational, and social capital, exacerbated by the influences of development agencies, environmental NGOs, scientists, corrupt local politicians, and the inequitable downside of globalization symbolized by the WTO.     Abstract: "Following the 9/11/2001 terror attacks in the US, Central Asia moved into the focus of the worldwide efforts aimed at crisis prevention and the fight against terrorism. If the region was no longer perceived merely as the faraway periphery of the crumbled Soviet empire, it now came to be seen as a geographic intersection between East and West, as a boundary line between religious fundamentalism and the secular world, as a poorhouse among the post-socialist countries in transition, and as a potential source of instability. This foregrounded the question as to what development policy and, concretely, development cooperation can contribute to stabilizing Central Asia. The present study addresses this question from the perspective of German development cooperation. In conceptual terms, it draws on the discussion in development policy on crisis prevention and conflict resolution and applies it to the region of Central Asia." (excerpt)
