    Empirische Untersuchungen zeigen, dass Weiterbildung in der zweiten Lebenshälfte zu Einkommensvorteilen für Arbeitnehmer gegenüber Personen ohne Weiterbildungsteilnahme führen kann. Auch vergleichsweise lange Weiterbildungsmaßnahmen lohnen sich noch in der zweiten Lebenshälfte, beispielsweise eine Aufstiegsfortbildung zum Meister oder Techniker. Neben höheren Arbeitseinkommen weisen Personen mit einer Weiterbildungsbeteiligung ein größeres Maß an Zufriedenheit, ein höheres Sicherheitsempfinden und einen besseren Gesundheitszustand auf. Darüber hinaus kann Weiterbildung auch positive Effekte für Unternehmen haben. Für diese sind vor allem solche Weiterbildungsmaßnahmen erfolgreich, in denen sich ältere Arbeitnehmer neue Kenntnisse und Fähigkeiten eher informell aneignen und diese unmittelbar am Arbeitsplatz anwenden können. Es zeigt sich, dass das Bild von älteren Arbeitnehmern in den Unternehmen positiver ist als in der Öffentlichkeit häufig angenommen. Aus einer gesamtgesellschaftlichen Perspektive kann Weiterbildung schließlich dazu dienen, die Beschäftigungsfähigkeit Älterer zu erhöhen und deren Arbeitslosigkeitsrisiko zu senken. Damit kann Weiterbildung dazu beitragen, dass ältere Arbeitnehmer dem Arbeitsmarkt länger zur Verfügung stehen. Somit können die negativen Auswirkungen des demografischen Wandels verringert werden. Empirical studies have shown that those who participate in further training later in life can earn more than those who do not. Even comparatively long training courses, such as those leading to a qualification as master craftsman or technician, are found to pay off in later life. In addition to higher job earnings, those who undergo further training manifest a higher level of satisfaction, a greater sense of security and a better state of health. Moreover, continuing education can have positive effects for companies. For firms, on-the-job training schemes that enable older employees to acquire new knowledge and skills less formally, and to apply them immediately at the workplace, have proved particularly successful. It turns out that companies have a more positive image of older employees than is often assumed by the public. Finally, from the point of view of society as a whole, adding to their skills can serve to raise the employability of older workers and lower their risk of unemployment. In this way, further training can contribute to keeping older workers available to the labour market longer and thus reducing the negative effects of demographic change.

    Eine technologisch leistungsfähige und innovative Volkswirtschaft basiert auf einer großen Zahl qualifizierter Menschen. Ein Bildungssystem sollte daher möglichst viele junge Menschen zu möglichst hohen Ausbildungsabschlüssen führen, ohne dabei die Qualität der Ausbildung und die Aussagekraft der Abschlüsse zu gefährden. Voraussetzung hierfür ist, dass für das Bildungssystem ausreichende Ressourcen bereit gestellt und diese effizient verwendet werden. "Bildung in Deutschland" zeigt auf Basis eines Benchmarkings, dass die einzelnen Bundesländer diesem Anspruch in unterschiedlich hohem Maße gerecht werden. Die Folge: Lebenschancen und Lebensverhältnisse in Deutschland drohen, sich auseinander zu entwickeln. Allerdings überzeugt kein Bundesland mit durchweg positiven Ergebnissen; ohne Abstriche ist daher kein Bundesland als Vorbild für die anderen geeignet. So bleibt noch viel zu tun, bis Bildung Chancen für alle eröffnet, Schwache und Begabte individuell fördert, Vielfalt und Differenzierung ermöglicht und Wachstumsimpulse in und für ganz Deutschland erzeugt. An educational system should therefore be leading as many young people as possible to the highest possible level of training qualifications without jeopardising either the quality of the training or the value of the qualifications. Of course, this can only happen if the educational system is provided with adequate resources, and these in turn are efficiently used. Using a benchmarking process, Bildung in Deutschland ("Education in Germany”) shows that the degree to which the individual Länder (the states making up the Federal Republic) meet this requirement varies. As a result, there is a danger of a gap developing between the career opportunities and the standards of living in the different parts of Germany. However, no state's results are exclusively positive. No single state stands out as having a convincing model which the others can adopt wholesale. There thus remains a great deal to be done before the education system in Germany opens up opportunities for all, supports the weak and nurtures the talented individually, allows for variety and a correspondingly wide range of responses, and promotes growth in, and for, the whole country.

    Der Einsatz von Gutscheinen in der Bildungs- und Sozialpolitik wird in den Wirtschafts- und Sozialwissenschaften kontrovers diskutiert. Eine pauschale Bewertung von Gutscheinmodellen ist nicht möglich. Ihre Effizienz und Effektivität hängt stark von den Eigenschaften der geförderten Güter und Dienstleistungen sowie von den Rahmenbedingungen ab. In vielen Politikfeldern, wie der Kinder-betreuung, der Hochschul- und beruflichen Bildung, der Behindertenhilfe sowie bei der Pflege älterer Menschen, können Gutscheine zu mehr Allokations- und Produktionseffizienz beitragen, ohne dass andere gesellschaftliche Ziele dadurch gefährdet würden. Im Gegenteil: Größere Konsumentensouveränität geht oftmals Hand in Hand mit einer besseren, präferenzorientierten Versorgung. Im Bereich der schulischen Bildung zeigen jedoch sowohl die theoretische Analyse als auch die internationalen Erfahrungen, dass hier insbesondere zwischen Chancengerechtigkeit, sozialer Integration und den Effizienzzielen Konflikte entstehen können. Damit hier eine nachfragegesteuerte Finanzierung möglich ist, müssen zunächst geeignete Rahmenbedingungen geschaffen werden. The use of vouchers in education and social policy is a subject of heated debate in the economic and social sciences. It is impossible to assess the value of voucher models as a whole, as their efficiency and effectiveness depend to a high degree on the characteristics of the goods and services they are used to promote and on the conditions in which they are implemented. In many policy areas, such as child care, tertiary education, vocational training, support for the disabled, and nursing for the elderly, vouchers can contribute to efficiency of allocation and production without jeopardising a society's other goals. Indeed, a higher degree of consumer empowerment often goes hand in hand with improved, preference-oriented supply. In the case of primary and secondary education, however, both theoretical analysis and international experience show that conflicts can arise, particularly between equality of opportunity, social integration and the efficiency targets. To make demand-oriented financing in this context possible, it is necessary to establish the appropriate parameters first.

    Gemessen am Leistungsstand der Schülerinnen und Schüler verharrt die Bildungsarmut in Deutschland auf hohem Niveau. Die Folgen sind ungünstige Einkommens- und Beschäftigungsperspektiven für die Betroffenen sowie hohe fiskalische Kosten und volkswirtschaftliche Wachstumseinbußen aufgrund der damit einhergehenden Humankapitalschwäche. Besonders betroffen sind Kinder von Eltern mit niedrigem Bildungsniveau und Migrationshintergrund. Auch ein schlechtes Schulklima und eine geringe Schulautonomie wirken signifikant negativ auf die Lernleistungen. Zur Verringerung der Bildungsarmut eignen sich auf längere Sicht vor allem ein systematischer Ausbau der frühkindlichen Förderung, die flächendeckende Einführung von Ganztagsschulen und eine lebendige Förderkulturan Schulen mithilfe der Implementierung von Bildungsstandards, einer Stärkung von Autonomierechten und Rechenschaftspflichten sowie einer zielorientierten Vergütung von Lehrern. Kurzfristig könnte die Bildungsarmut durch größere Anstrengungen im Bereich der Berufsausbildung eingedämmt werden. Hierzu sind flexiblere Ausbildungsvergütungen, eine praxisnähere Berufsvorbereitung und passgenauere Ausbildungsberufe erforderlich. Wichtig sind zudem alle Maßnahmen, die Geringqualifizierten den Zugang zum Arbeitsmarkt erleichtern. With regard to the performance level of its school pupils the failure rate of Germany's education system remains persistently high. This results in unfavourable income and employment prospects for those affected. Moreover, the society as a whole, suffers from high fiscal costs and lower economic growth due to a smaller human capital stock. Particularly disadvantaged are the children of parents with a low level of education or with a migration background. Attending a school with a unfavourable learning atmosphere or a limited degree of autonomy has a significant negative effect on academic achievement, too. In the long run, educational failure can best be reduced by systematically expanding pre-school education, introducing universal all-day schooling and developing a lively culture of academic encouragement. This can be achieved by implementing educational standards, strengthening schools' autonomy and accountability and linking teacher remuneration to targets. In the short run, the high failure rate of the education system can be cured by higher efforts in the field of vocational training. This requires more flexible remuneration for trainees, more practical preparation for the job and a better matching of training courses to occupations they should prepare for. Finally the access of the low-skilled persons to the labour market is, in general, to be facilitated.
