    Mit der Unterzeichnung der Agenda 21 hat sich die Weltstaatengemeinschaft dem Leitbild einer 'nachhaltigen Entwicklung' (Sustainable Development) verpflichtet. Ausgehend von diesem Leitbild wird in der vorliegenden Arbeit ein Bewertungsmodell zur vergleichenden Analyse potentieller Bauflächen vorgestellt. In dem Modell werden die Kriterien und Bewertungsmaßstäbe, die zur alternativen Bewertung potentieller Bauflächen herangezogen werden sollten, erläutert und zueinander in Beziehung gesetzt. Unterschieden wird nach Wohnsiedlungseignung und Empfindlichkeit der Natur- und Landschaftspotentiale gegenüber einer Wohnbebauung. Unter Wohnsiedlungseignung werden die Kriterien zusammengefaßt, die die Wohnqualität aus Sicht des Menschen beeinflussen. Aus der Aggregation der beiden Teilbereiche ergibt sich die Wohnbaulandeignung. Abschließend erfolgt, anhand zweier potentieller Bauflächen der Stadt Osnabrück, eine Kalibrierung des Bewertungsmodells. Dem Bewertungsmodell vorangestellt wird eine Vorausschätzung des Wohnbaulandbedarfs bezogen auf die Stadt Osnabrück. Integraler Bestandteil dieser Vorausschätzung ist das Wohnflächen-Entwicklungspotential innerhalb der Siedlungsstruktur. <dt.> With the signature of the Agenda 21 the world conference community has committed itself to support the model of sustainable development. Based on this model, this current manuscript represents a valuation model of comparable analysis for potential building areas. This valuation model discusses and compares criterions and measurements which should be considered in an alternative way of evaluating possible building areas. This work also differs between suitable residential areas and sensivity of nature and landscape on one side and building development on the other. With the term 'suitable residential area' criterions are summed up, which influence living quality from human point of view. An aggregation of these two parts are resulting in a final analysis of suitability for residential areas. A calibration of the proposed valuation model has been performed by using two examples of potential building areas belonging to the city of Osnabrück. An estimation of the required building areas within the city of Osnabrück has been put ahead of the valuation model. Part of this estimation has been the potential in developing residual areas. <engl.>
