    Indikatoren können den Prozess der Umsetzung einer nachhaltigen Entwicklung auf kommunaler Ebene wirksam unterstützen. Doch bislang werden Indikatorensysteme kaum handlungs- bzw. umsetzungsrelevant eingesetzt. Damit das Instrument "Nachhaltigkeitsindikatorensystem" eine größere Wirkung entfaltet, muss es zu einem Steuerungsinstrument des strategischen Managements der Kommune werden und in den operativen Managementprozess eingebunden sein. Dies ist das wesentliche Ergebnis zweier empirischer Studien von Katharina Liepach und Julia Sixt, die im Jahre 2002 im Rahmen von Diplomarbeiten in Kooperation mit dem Wuppertal Institut durchgeführt wurden. Wichtige Voraussetzungen für ein wirksames Nachhaltigkeitsindikatorensystem sind darüber hinaus eine verstärkte inhaltliche Auseinandersetzung in der Kommune mit dieser Thematik, eine wenig aufwändige Gestaltung der Datenerhebung zu den einzelnen Indikatoren, die Initiierung und Mobilisierung des Prozesses durch die Kommunalverwaltung bei ausreichender Rückendeckung durch die Politik und die Einbeziehung der kommunalen Öffentlichkeit in die Ziel- und Strategiefindungsdiskussion über den Weg zu einer nachhaltigen Kommune. Indicators can effectively support the implantation of sustainable development at regional and local level. Yet systems of indicators are not used with regard to implementation and actions. To become an effective instrument, sustainable indicator systems have to be used as steering tools in the strategic management of the municipality and to be implemented into the operative management process. This is the key result of two studies which were carried out by Katharina Liepach and Julia Sixt as their diploma theses in co-operation with the Wuppertal Institute in 2002. The following issues are important conditions for a system of sustainability indicators to be effective: The municipality deals with the content of the indicators, the data collection for each of the indicators is manageable. The local administration initiates and mobilises the process with adequate support from the local government as well as the consideration of the public.
