    Die deutsche Industrie ist auf die Einfuhr von Rohstoffen angewiesen. Von besonderer Bedeutung sind dabei Metalle, die praktisch vollständig importiert werden müssen. In den letzten Jahren wurde die Versorgungslage bei zahlreichen Metallen aufgrund der hohen Konzentration von Rohstofflagern sowie der zunehmenden Handelsbeschränkungen als deutlich kritisch beurteilt. So sind die Rohstoffpreise angestiegen, auch Preisschwankungen stellen sich als Problem für die Industrie dar. Zahlreiche Industrieunternehmen in Deutschland sehen sich im Wettbewerb gegenüber Konkurrenten aus rohstoffreichen Ländern benachteiligt. Zunehmende Versorgungsrisiken würden diese Wettbewerbsnachteile noch verschärfen. Während der Freihandel nur von der Politik gesichert werden kann, können Unternehmen selbst auch einiges tun, um ihre Rohstoffversorgung zu sichern. Die Diversifizierung von Lieferantenbeziehungen gehört dazu. Gerade aber bei kleineren Unternehmen müssen hier noch Fortschritte gemacht werden, um Versorgungsrisiken zu senken und die industrielle Produktion in Deutschland zu stärken. German industry relies on imports for its raw materials. Of particular concern are those metals which need to be more or less completely imported. In recent years the high concentration of stocks and increasing trade restrictions have caused the supply situation for many of these metals to be regarded as critical. The problem for industry is not only the resulting rise in commodity prices but also their fluctuation. Many manufacturing firms in Germany consider themselves to be at a disadvantage compared with competitors based in countries rich in raw materials. Any further threats to supply would only aggravate this competitive handicap. While free trade can only be secured by governments, companies can take their own measures to secure access to raw materials, such as diversifying their procurement networks. However, if the position of manufacturing industry in Germany is to be strengthened in this regard, smaller companies especially will need to make considerably more headway in lowering the risks to supply.

    Auf regionaler Ebene existiert in Deutschland ein enger Wirkungszusammenhang von FuE-Aufwendungen über MINT-intensive Beschäftigungsstrukturen bis hin zu Patenterfolgen. Bei sämtlichen Indikatoren der Innovationskraft herrschen jeweils ein starkes Süd-Nord-, West-Ost- sowie Stadt-Land-Gefälle. Der große Vorsprung der südlichen Flächenländer bleibt selbst dann sehr ausgeprägt, wenn um siedlungsstrukturelle Unterschiede korrigiert wird. Auf der Ebene von Wirtschaftsräumen dominieren wenige hochinnovative Regionen wie jene rund um München, Stuttgart oder Wolfsburg. Diese von der Automobilindustrie geprägten Spitzencluster haben es ermöglicht, dass Deutschland das im Jahr 2000 gesetzte Ziel erreicht hat, 3 Prozent seiner Wirtschaftsleistung in Forschung und Entwicklung zu investieren. Drei von vier Wirtschaftsräumen hierzulande verfehlen dieses Ziel jedoch weiterhin. Positive Ausnahmen von der flächendeckenden Innovationsschwäche Ostdeutschlands bilden die Wirtschaftsräume rund um Dresden und Jena. Die große Herausforderung für Deutschland besteht darin, in einem immer intensiver werdenden Forschungs-, Entwicklungs- und Innovationswettlauf weiter zur internationalen Spitze aufzuschließen. Um dieses Ziel zu erreichen, sind die Rahmenbedingungen so zu verbessern, dass sie speziell den bislang noch innovationsschwachen ländlichen sowie ostdeutschen Wirtschaftsräumen deutliche Fortschritte bei der Innovationskraft ermöglichen. In Germany, there is a close link between R & D expenditures and employment of STEM graduates to successful patent applications. This chain of effects can be shown to exist both at the federal and regional level. Furthermore, virtually every indicator of innovation-related power exhibits a considerable southnorth, west-east, and urban-rural divide. The huge lead maintained by the southern German states (Laender) remains very pronounced even after adjusting for the degree of agglomeration. Of the 85 economic areas defined by far the most innovative are the few centred on Munich, Stuttgart and Wolfsburg. These automotive-driven top clusters have enabled Germany to achieve the goal set in the year 2000 of investing 3 per cent of its economic output in R & D. However, three in four economic areas still fall short of this target. Those around Dresden and Jena are the only positive exceptions to a general innovation weakness in eastern Germany. The major challenge for Germany is to continue catching up with the global leaders in an increasingly intense research, development and innovation race. To achieve this goal, policymakers must improve the business environment so as to enable significant progress in the field of innovation, particularly in rural and eastern German economic areas.

    Die gesellschaftliche Durchdringung von Technologie ermöglicht erst heute eine umfassende Lösung auf Basis von eGovernment-Services. Globale Megatrends wie die Digitalisierung, Vernetzung und Wissensintensivierung wirken nicht nur in der Wirtschaft, sondern sind sich auch im persönlichen Umfeld weit verbreitet. Der Alltag wird zunehmend durch die Nutzung von Smartphones, Tablets, Laptops, etc. technologisch durchdrungen. Dies eröffnet große Potenziale durch nachhaltige Veränderungen im Verwaltungsbereich und eine wachsende gesellschaftliche Ausrichtung auf digitale Lösungen. Mit der Digitalisierung von Behördendiensten von der lokalen bis zur Bundesebene gehen Effizienzsteigerungen durch Kosten- und Zeiteinsparungen bei den Nutzern und Anbietern einher, da persönliche Verwaltungsgänge durch eine digitale Vernetzung überflüssig werden. Hiervon profitieren Bürger sowie Verwaltungen gleichermaßen. Die vorliegende Untersuchung beschäftigt sich mit der Frage nach dem Stand der Digitalisierung des Verwaltungssektors in Deutschland und vergleicht die Ergebnisse mit den Ländern Südkorea, USA, Estland und Finnland. Diese haben sich in den letzten Jahren international eine führende Rolle bei der Implementierung elektronischer Verwaltungsprozesse erarbeitet.

    In 2008/2009, the recent economic crisis affected German engine building industries. The incoming orders dropped dramatically. As some regions especially in western and southern Germany are strongly dependent on such industries, the companies as well as the regions, where the companies are located, were endangered. Yet, some companies could implement strategies to overcome the crisis. Such companies were especially such with extended innovation strategies and flexible specialization (Piore/Sabel 1985), producing in niche markets, sometimes in the position as "hidden champions" on the global markets. Besides, the equity ratio of the companies played an important role. In addition to such company-specific assets, there were also political instruments to regulate the labour market which coined the crisis in Germany: especially short-time work and temporary work. Engineering industries, being a knowledge-intensive sector, used such instruments to keep the permanent stuff, as engineers and technicians. Yet, nearly all temporary workers lost their jobs and were the loser of the crisis. In this framework of company-specific and labour-market specific conditions, some engineering building companies developed specific innovation strategies to overcome the crisis. The paper discusses the opportunities and limits for engineering companies to develop strategies to improve the regional employment situation, on the background of company specific conditions (flexible/standardized production; equity ratio) and external conditions (short-time work and temporary work).

    Jährlich werden rund 54,9 Milliarden Euro für die Kinder- und Jugendhilfe (KJH) verausgabt (Stand 2018). Diese verteilen sich jedoch nicht homogen auf die Gemeinden in der Bundesrepublik, sondern je nach sozialen Herausforderungen. Dabei fehlt es an einer interkommunalen Vergleichbarkeit der Finanzmittel im Rahmen dieser sozialstaatlichen Fürsorge. Im Rahmen einer Machbarkeitsstudie wurden fünf Aspekte eruiert und diskutiert, die eine zielgerichtete und transparente Kinder- und Jugendhilfe erschweren. Ein gemeinsamer Angang über föderale Grenzen hinweg - unter Berücksichtigung guter nationaler und internationaler Beispiele - könnte dieses wichtige Feld weiter stärken.

    Bei sämtlichen Indikatoren der Innovationskraft - von der Forschungsintensität über naturwissenschaftlich-technische Beschäftigungsstrukturen bis hin zu Patenterfolgen - herrscht in Deutschland ein starkes Süd-Nord-, West-Ostsowie Stadt-Land-Gefälle. Der große Vorsprung der südlichen Flächenländer bleibt selbst dann sehr ausgeprägt, wenn um siedlungsstrukturelle Unterschiede korrigiert wird. Auf der Ebene von Wirtschaftsräumen dominieren hochinnovative Regionen in Baden-Württemberg und Bayern. Eine positive Ausnahme von der flächendeckenden Innovationsschwäche Ostdeutschlands bildet der Wirtschaftsraum Jena. Im Zeitverlauf haben sich die Unterschiede zwischen den Regionen bei der Innovationskraft nochmals verstärkt. Insbesondere ländlich geprägte Regionen könnten dauerhaft den Anschluss verlieren. Eine geringe Forschungsintensität und Probleme bei der Rekrutierung innovationsrelevanter Arbeitskräfte gehen dort Hand in Hand mit einem deutlichen Rückstand beim innovationsrelevanten Gründungsgeschehen, den erzielten Patentanmeldungen und der Durchdringung mit Industrie 4.0. Zwei Drittel aller Regionen verfehlen das Ziel, 2 Prozent ihrer Wirtschaftsleistung in wirtschaftliche Forschung und Entwicklung (FuE) zu investieren. Mitverantwortlich hierfür ist der Staat, der seinen Finanzierungsanteil an den FuE-Investitionen der Wirtschaft von 6,9 Prozent im Jahr 2000 auf zuletzt 3,2 Prozent mehr als halbiert hat und die Unternehmen beim Streben nach Innovation zunehmend alleinlässt. All indicators of innovative strength in Germany - from research intensity and scientific and technical employment structures to patent successes - point to a strong south-north, west-east and urban-rural divide. Even when corrected for differences in settlement structure, the large lead of Germany's southernmost states remains very pronounced, and in a ranking of economic areas highly innovative regions in Baden-Württemberg and Bavaria dominate. The only positive exception to the comprehensive weakness of innovation in eastern Germany is the economic area of Jena. Over the course of time, the differences between the regions' innovative strength have further increased and there is a real danger that rural regions in particular could fall irretrievably behind. In such areas, low levels of research and difficulty recruiting the staff needed for innovation go hand in hand with a dearth of innovative start-ups and patent applications and slow progress towards Industry 4.0. Two-thirds of all regions fail to meet the target of investing 2 percent of their gross value added in commercial research and development (R&D). Having more than halved its contribution to German business's investment in R&D, from 6.9 per cent in 2000 to 3.2 per cent most recently, the state must share responsibility for this state of affairs. Indeed, it is increasingly leaving businesses to their own devices in their pursuit of innovation.
