Do urban agglomeration economies enhance the social profitability of rural roads? When all goods are traded at parametric world prices, lower transport costs benefit villagers. Urban activities and welfare are unaffected if labour is immobile, but their levels fall when rural workers move freely to take up urban jobs while remaining members of their extended families. In a closed, two-good economy with mobile labour, the effects of agglomeration economies depend on the substitutability of rural and urban goods. With a Cobb-Douglas rural technology, aggregate benefits are substantially greater in the presence of empirically plausible elasticities of agglomeration economies when preferences are Cobb-Douglas and urban households' tastes for urban goods are somewhat stronger than those of rural households. When the goods are rather poor substitutes, these enhancing effects are quite small. In an open economy with a single nontradeable whose production is relatively labour-intensive, improved rural roads will likely induce a fall in urban welfare in the presence of agglomeration economies, even with Cobb-Douglas preferences and immobile labour.

This paper analyses the effects of disease and war on the accumulation of human and physical capital. We employ an overlapping-generations frame-work in which young adults, confronted with such hazards and motivated by old-age provision and altruism, make decisions about investments in schooling and reproducible capital. A poverty trap exists for a wide range of stationary war losses and premature adult mortality. If parents are altruistic and their sub-utility function for own consumption is more concave than that for the children's human capital, the only possible steady-state growth path involves full education. Otherwise, steady-state paths with incompletely educated children may exist, some of them stationary ones. We also examine, analytically and with numerical examples, a growing economy's robustness in a stochastic environment. The initial boundary conditions have a strong influence on outcomes in response to a limited sequence of destructive shocks.

The structure employed is a small open economy, with one city and a rural hinterland, two traded goods, a transport sector, two specific factors, and mobile labour. A socially profitable programme will promote not only internal, but also external trade. Theory and numerical examples indicate that aggregate social profitability and its distribution between town and country are rather insensitive to the city's location and whether: (i) it is financed by a tariff or an excise on the importable; (ii) the transportation wage is regulated; and (iii), when agents are risk neutral, the economy's barter terms of trade fluctuate stochastically

Do 'local' methods of evaluation, such as partial equilibrium analysis at market prices or estimation of shadow prices, provide reliable assessments of a large rural roads programme's social profitability? Consider a small open economy with one city and a rural hinterland, two traded goods, two non-tradables, two specific factors and mobile labour. The wage in some urban employment is regulated. Revenue is raised by a tariff or an excise on the imported good. Theory and model calibration with numerical examples establish that local methods perform rather dismally. With the equivalent variation yielded by general equilibrium analysis as benchmark, the first-order partial equilibrium method grossly underestimates a programme's net benefit. Shadow prices derived on the assumption that all economic activity takes place at the border - a wholesale neglect of space - yield absurd underestimates. Two spatially sensitive variants of shadow pricing fall well short of remedying them.
