    VDSL and G.fast Vectoring are transmission technologies over copper access line pairs enabling the transmission of higher bandwidth to the end customers, but harm the infrastructure based competition using physical unbundled copper lines. Thus regulators have to decide between infrastructure based competition of physical unbundling against earlier broadband rollout meeting the DAE goals in time and bandwidth, while pure fibre based broadband networks will require more time and investment for serving whole areas, but then provide higher bandwidth. Thus VDSL and G.fast Vectoring each are an interim solution. This paper highlights the benefits of such solution and the regulatory challenges and options being faced. The Virtual Unbundled Local Access (VULA) is one regulatory tool forming a compromise between the advantages of physical unbundling and the need to early satisfy higher bandwidth supply targets.

    The debate on network neutrality over the past decade has evolved (in the academic sphere but not so much in public) to include sophisticated considerations of the welfare enhancing or reducing effects of mandating network neutrality. For example, in a model by Economides and Hermalin (2012) it can be shown mathematically that among what they term the \feasible discrimination schemes," it will be the case that network neutrality is welfare enhancing. Other authors, often by looking at the European market, have argued against ex ante regulation of network neutrality Crocioni (2011) and have pointed out other dangers inherent in the mandating of network neutrality Yoo (2005). The issue is in the public eye and has, at the time of writing, lead to occasional (\Save our Internet!") street protests in various places. Similarly to Bauer and Obar (2014), this paper suggests a mix of policies and interventions might be the most appropriate way of addressing the concerns raised by activists and industry analysts in the discussion of discrimination on the last-mile network. Our preference is for an approach that can be easily understood by consumers; allows for relatively simple welfare and competition enhancing regulation and allows for the greatest possible degree of freedom for service providers to invest and to pursue their commercial interests.

    This paper analyzes if and how the design of telecommunications regulatory institutions has influenced the evolution of Internet connectivity in approximately 100 countries between 2007 and 2014. While most advanced and developing countries have adopted policies and regulations intended to enhance private sector incentives for the provision of Internet access infrastructure, there is little consensus about the optimal design of telecommunications policies and regulations, how they should reflect differences in endowments and institutional settings across countries, or their impact on network infrastructure development. Using measurements of network connectivity speeds and cross-country institutional differences this article presents and analyzes patterns of regulatory design and their possible impact on the evolution of Internet access infrastructure capacity around the world. We find that sector specific indicators of formal rules and institutional arrangements do not vary significantly with income or indicators of the evolution of connectivity. General and sector specific indicators of perceived institutional quality are positively associated with cross-country differences in Internet connectivity speeds, but do not help explain differences in their growth rates. We further explore the implications of the apparent dichotomy between formal and perceived institutional quality for public policy and private sector participation in the development of Internet access infrastructure.

    This paper will examine legal and marketing implications of certain Internet technological developments impacting competition and consumer protection in cyberspace. The paper will explore to what extent antitrust and consumer protection laws are adequate to deal with the challenges to a competitive marketplace and consumer privacy posed by the development of cyberspace technologies and markets, for example, Internet search engines, social networks and wearable devices. The paper concludes that legal tools for protecting a competitive cyberspace marketplace are fairly robust, while the legal tools to protect consumers from being tracked and profiled by marketers and from the potential intrusions of individual privacy made possible by even more advanced Internet connected sensor and related data-based technologies are still a work in progress. At the same time, the extent of further government regulation in this area must be carefully balanced so as not to unduly restrict data dependent innovation.

    This paper analyzes the relationship between the traditional fixed-line, mobile and Voice over IP (VoIP) telephony in the EU. In doing so, it aims at filling the gap in the empirical literature on the substitution patterns between these technologies in a comprehensive way. It relies on demand estimation for fixed-line telephony using a unique data set comprising 25 EU member states for the 2006:Q2 - 2011:Q4 period. Employing instrumental variable approach, demand-side substitution for VoIP as well as mobile telephony services is found to be prevalent. Estimated short-run own- and cross-price elasticities are in the inelastic range, however, in the long run demand is clearly elastic. Hence, our results underpin the Europeans Commission's current decision to lift the ex ante regulation on the fixed-line telephony market.

    This study presents a case application of a socio-technical framework to assess and predict the development of the Internet of Things (IoT) in Korea. Applying a socio-technical system approach to the IoT, this paper seeks a clear understanding of how the IoT will evolve and stabilize in a smart environment. It investigates the complex interaction between social and technical aspects of the IoT, by highlighting the co-evolution, interaction, and interface, which constitute the next generation network environment. It describes the challenges in designing, deploying, and sustaining the diverse components of the IoT, and provides a snapshot of Korea's current approach to meeting this challenge. Finally, the findings of this study provide insights into these challenges and opportunities, by offering a socio-technical analysis of IoT development. The insights help to conceptualize how the IoT can be designed and situated within human-centered contexts.

    This study examines the acceptance of cloud computing services in government agencies by focusing on the key characteristics that affect behavioral intent. The study expanded upon the technology acceptance model by incorporating contextual factors such as availability, access, security, and reliability. The research model was empirically verified by investigating the perception of users working in public institutions. Modeling results showed that user intentions and behaviors were largely influenced by the perceived features of cloud services. Also these features were found to be the significant antecedents of cloud computing usefulness and ease of use. The findings should guide governments' promotion of cloud public services to increase user awareness by enhancing usability and appeal and ensuring security.

    The purpose of this paper is to study competition policy on mobile broadband, consisting of 3G and 4G (LTE).Currently mobile broadband has been developing rapidly and its access speed amounts to 150Mbps for the latest 4G, which is similar to fixed broadband. This paper analyzesthe factors affect the mobile broadband adoption in major six countries,such as the U.S., UK, France, Germany, Japan, and Korea,those cover more than fifty percentof total population and adoption ratio of OECD 34 member countries. The factors examined here includeHHI and frequency auction as completionpolicy, FTTH adoption, FMC (Fixed mobile convergence), and launching Android and iPhone, inaddition to economic variables such as price and income. Panel data analysis showed that smartphone, competition among telecommunicationcarriers observed by HHI and FTTH affect mobile broadband adoption. This result provides important basis for competition policy on mobile broadband in each country.

    The benefits of advanced information and communication services are increasingly dependent on the quality of the available connectivity. This paper examines the factors that influence the quality of fixed and mobile broadband access in OECD countries. Drawing on institutional economics, the study provides an integrated conceptual framework that allows analyzing the interaction of supply, demand, policy, and contextual factors. We explore the drivers of broadband access and quality and potential interdependencies between them. Our focus is on the role of public policy decisions as a determinant of quality and quality upgrades of fixed and mobile access networks. We also find evidence that regulatory interventions such as unbundling or open access provision do have a positive contribution in markets with limited competition. However, the findings also provide evidence that the best policy approach is dependent on the specific context of a country so that no single best practice model emerges from the observations.

    In the convergence age of media, telecommunication and Internet, firms need more media contents, audiences or platforms to acquire the economics of scale or scope. Some critics argued that the traditional antitrust law handles the violation of horizontal and vertical merger & acquisition, but not for the conglomeration. If the conglomerate's shares are small in each individual market, whether the sum of the total shares will deter new competitors from entering the market requires further discussion. The KEK, the index of cross-media concentration used in German, is applied to examine the degree of multiple market concentration. However, this study found that for most countries they did not analyzed M&A cases by using the similar KEK index because there are many questions raised in the calculation and definition. Currently the antitrust law is practicable enough to keep the cross media competitive if the barrier could be removed and new entry could enter the market.

    Media has been becoming increasingly diversified and public service broadcasters (PSBs) all over the world face new challenges by the Internet, and they have been restructuring their consistencies for the new environments. PSBs have been developing various management approaches by the diversification of transmission channels and the development of cross-media contents. The optimum deployment of distribution channels and content genres is currently becoming the top management priority, which is referred to as Portfolio Management. This approach for determining the portfolio of products and businesses will result in the most efficient strategic allocation of management resources. This paper thus takes NHK (Nippon Hoso Kyokai), Japan's PSB, as a research target, and analyzes its portfolio management. NHK has introduced the VFM (Value for Money) index through the measurement of WTP(Willingness to pay), and has initiated channel×genre matrix management. This study thus aims to estimate WTP to the channel×genre matrixin order to analyze how viewers evaluate NHK and its programs. To evaluate whether NHK's channel×genre matrix management is oriented to the way as pay-TV or to public service value, PSM (Propensity Score Matching) is employed. Using PSM, the sample population is divided into two groups, the consumer's view and the citizen's view, and how the distributed WTP to genre is different between two groups is examined.

    The competitive model of e-book is a little bit different from other contents business like movie, television, music, etc. Partially it depends on cultural policy of each countries but it is affected by bargaining power among publishers and distributors. In English Language market we can refer authoritative report like OECD (2012) or working papers like Johnson. They are focusing on trading contract or structure of e-book market in U.S.A., U.K., Australia, Canada, etc.. In Japan and maybe some developed European continental countries the assortment of e-book is limited and distributor cannot expand its sales like as England although according to JAGAT (2010) Japanese e-book market ($574 million)was third times as that of the U.S.($169 Million) in 2009.

The transformation that is already underway will soon intensify, resulting in a paradigm shift from customer-centricity toward an everyone-to-everyone (E2E) economy. The implication for value creation and allocation will be profound. IBM research shows that many organizations are still not ready to navigate the E2E environment. To prepare for the radical disruption ahead, companies need to act now to create experiences and business models that are orchestrated, symbiotic, contextual and cognitive.

    Regulation of traditional narrow- and broadband networks remains a key issue in telecommunication policies. Due to the vertical structure of telecommunication markets and to promote investment, regulatory policies in many European Member States focus on wholesale obligations (so-called remedies) which mandate incumbent operators to share sell or split their infrastructure. On the European level, such remedies were introduced with regularity (e.g. "Local Loop Unbundling" in 2000). Interestingly, in most cases the obligations were before implemented and tested at the national level. This paper analyses the process of diffusion of different regulatory means across European Member States and presents respective factors of influence on the event of (non-)adoption by the NRAs. Using a panel of European countries for a time period of 17 years, we find different patterns for different regulatory policies and in particular an effect of current state of broadband penetration levels.

    The recently enacted "Civil Rights Framework for the Internet" (Marco Civil), is a Law that has set the grounds for different Internet related rights in Brazil. Among its provisions are the ones related to network neutrality. Due to the importance of the topic, as well as its relevance for the Internet ecosystem, this paper aims at analyzing net neutrality as per established on Marco Civil. In order to do so, it utilizes the theory of Chris Marsden, who has classified neutrality into the "backward-looking" and "forward-looking" models and also defends a co-regulatory institutional model. Moreover, this paper also draws insights from the recent debate over net neutrality United States, which are also re-evaluating it's regulatory approach to the topic.

    Under the two broad concepts of net neutrality and IP interconnection, it is not easy to distinguish the paid prioritization and paid peering. The prioritized service may be prohibited under a strict net neutrality rule while the paid peering may be a normal arrangement of commercial interconnection. For better service quality, the paid peering replaces the "best efforts" with "better than best efforts" which fits customers' desire. In fact, prioritized delivery options for content providers may satisfy specialized requirements in much the same ways as CDNs offer higher QoS and delivery guarantees. In many cases, large content providers build their own CDNs that may also act themselves as normal ISPs by offering terms and conditions that seem equivalent to peering arrangements. The paper also discusses the case of Taiwan authority amending rules to "regulate" the IP interconnection in order to balance the market power of existing monopolistic operator. Though the measures of reform stop in the consideration whether the rulemaking is adequate or not, the government should carefully review every step it takes to deal with problems of the entire fixed-network market. In conclusion, the paper argues that governments should defer to commercially driven interconnection arrangements and should still be ready to resolve the disputes that become harmful to consumers.

    Social media such as SNS, Twitter, and the blogs has been spreading all over the world, and a large number of firms recognize social media as new communication tools for obtaining information on consumer needs and market for developing new goods and services and promoting marketing. In spite of increasing its use in the reality, academic research on whether or how social media contributes to promoting product innovation is not enough yet. This study thus attempts to analyze empirically how social media use enhances product innovation based on the survey data to Japanese firms using statistical method such as ordered probit analysis. This study finds that consumers' cooperation via social media is indispensable for effective social media use of firms. All of three managerial orientations such as prototyping, corporate initiatives, and cooperation with consumers are effective to using social media for innovation. Firms use social media effectively for communicating tools not only outside but also inside the firm. Social media is found to support firms to obtain the market trend, and consumer needs and reputation of existing products, and to promote product innovation.
