    The main function of hierarchies is to coordinate activities within an organisation, but a hierarchical structure also provides work incentives, by offering the prospect of hierarchical mobility. An alternative way for organisations to motivate workers is through job design. In organisations offering rewarding jobs, the incentivising role of hierarchies may become obsolete, and the number of hierarchical levels can be reduced. Two job design features are particularly relevant: autonomy and problem solving. We investigate the relationship between the number of hierarchical layers and job design features empirically using the European Company Survey (ECS 2019). We find that the extent of the adoption of both complex job design and autonomous teamwork are negatively associated with the number of hierarchical layers. However, the association between complex job design and the number of hierarchical layers is weakened, and in some cases disappears, in larger organisations where hierarchies have a more important coordination role and it is weakened when the knowledge acquisition costs are high. The use of autonomous teams is robustly negatively associated with the number of hierarchical layers.

    Organisations centring their operations around human resources, in which skills are instrumental to the attainment of organisational goals, should create a climate to incentivise performance: the returns on any training depend on employee performance. To elicit such performance, organisations may challenge workers' skills (through complex job design, delegating decision-making, and employee involvement), stimulate motivation (utilising monetary and non-monetary incentives) and create opportunities for employees to make a contribution. The importance of the role of human resources in training provision may not be immediately clear because organisational measures to support employee performance are proximally related to training provision. Variables linked to the importance of human resources are positively associated with the incidence of training and on-the-job training. Part of this association is channelled through job design and the use of incentives. Managerial beliefs about the importance of human resources influence group membership which is associated with the amount of training provision.

    Based on unique data from the second wave of the Cedefop European skills and jobs survey (ESJS2), this study examines the drivers of labour shortages in European labour markets. Detailed information on foundation, digital, manual, and interpersonal job-skill requirements in European labour markets, collected through the ESJS2 at job rather than occupation level, is first exploited to construct robust and comprehensive indices of the required skills profile of European jobs. These measures are subsequently used to investigate to what extent occupational labour shortages are underpinned by high(er) skill demands as opposed to other drivers (including labour market immobility, worker skills gaps, unattractive working conditions). The evidence reveals significant variance in the underlying determinants of labour shortages across occupations, highlighting the fallacy of one-size-fits all policies. Occupations in bottleneck are generally underpinned by low cognitive skill needs but high demands for learning and adaptability on behalf of workers. In some occupations shortages may be best tackled through the improvement of job quality or reduction in labour turnover.

    When employees leave an organisation, they take their human capital with them. They also take with them any investment that the training organisation may have done to enhance their human capital, both in terms of firm-specific and general skills. Employee turnover is the main cause of the under-provision of training in organisations. However, the returns on organisational investments in human capital are also jeopardised by the under-utilisation of skills. This happens when employees withhold work effort and display forms of organisational withdrawal (quiet quitting). Turnover can be regarded as an extreme manifestation of quiet quitting. Organisations vary in their reliance on human capital for their success; this heterogeneity affects turnover, too, while those relying on human capital for their success encourage workers to draw on their skills (and discourage quiet quitting). The encouragement to perform serves to turn the human capital of individual workers into an organisational resource. The inducements offered to support performance decrease the likelihood of quiet quitting, and turnover. Turnover is a threat to the returns on organisational investments in human capital. However, the threat is less acute in organisations relying on human capital for their success.

    Both vertical (between job levels) and horizontal (within job levels) mobility can be sources of wage growth. We find that the glass ceiling operates at both margins. The unexplained part of the wage gap grows across job levels (glass ceiling at the vertical margin) and across the deciles of the intra-job-level wage distribution (glass ceiling at the horizontal margin). This implies that women face many glass ceilings, one for each job level above the second, and that the glass ceiling is a pervasive phenomenon.
