    This paper uses the development policy system as an entry point assuming that various fundamental changes along three dimensions - narratives (why?), strategies (what?) and operational approaches (how?) - can be observed over recent years. Changes are diverse, ranging from new narratives translated to the development policy context (such as the migration narrative) to strategic considerations (for instance, developing countries' graduation implications), new instruments (in form of development finance at the interface with the private sector), and concepts for project implementation (including frontier technology). We discuss the implications and effects of these trends in terms of holistic changes to the wider development policy system itself. Do these changes go hand-in-hand with and ultimately build on and re-inform each other? Or are we actually observing a disconnect between the narratives that frame the engagement of actors in development policy, their strategies for delivery, and operational approaches in partner countries? Based on a consultation of the appropriate literature and information gathered during a number of expert interviews and brainstorming sessions, this paper sheds light on these questions by exploring current trends and by highlighting continuing disconnections between the "why", "what" and "how" in the development policy system. Further, we argue that the importance of such disconnections is increasing. In particular, the persistent or even increasing disconnections in the development policy system can be more problematic in the face of a universal agenda and the need to upscale delivery to achieve the Sustainable Development Goals (SDGs).

    Since its foundation in 1961, the OECD Development Assistance Committee (DAC) – nerve centre of the aid effort of the “rich” countries – has played a central role in the PostWar aid system. This book traces the history of the institution and reflects on its future. How intense diplomacy led to the creation of the OECD itself and the DAC is disclosed here for the first time. How the DAC works, how it shaped development finance by defining and measuring Official Development Assistance (ODA), and how it has pursued its founding mission to increase the volume and effectiveness of aid, are key to the story. The end of the Cold War brought on major aid fatigue. In response, the DAC proposed human development goals that eventually became the UN Millennium Development Goals (MDGs). It also prioritised policy frontiers such as gender equality, fragile states, sustainable development and policy coherence. More recently, the universal 2030 Sustainable Development Goals (SDGs) have succeeded the MDGs. China has become a leading source of development finance, population in SubSaharan Africa is set to double to 2 billion by 2050 out of a world total of 10 billion, and “global public bads” such as climate change and worldwide pandemics are putting not only development but our civilisation at risk. In this environment of unprecedented challenges and contested cooperation, the DAC seeks its place in the evolving global development architecture.

    The present collection of short papers is an experimental, explorative and introspective German Institute of Development and Sustainability (IDOS) project on international and transnational cooperation for development and sustainability. It is the product of internal brainstorming discussions at IDOS in mid-2022 that aspired to conduct a preliminary, exemplary mapping of the use of “transnational lenses” and their understandings across various work strands at the institute.
