    Netzliteratur ist ein relativ junges Phänomen, welches seine Wurzeln sowohl in den Experimenten der visuellen und konkreten Poesie als auch in den Anwendungen von Hypertext hat. Mit der zunehmenden Bedeutung und Nutzung von Computer- und Netzwerktechnologien ist diese neue Form von Literatur „erwachsen“ geworden: Gegenwärtig wird sie als eine der wichtigsten Einflüsse der gegenwärtigen Kunst angesehen. Netzliteratur verbindet nicht nur Sound, Video und Animationen mit interaktiven Elementen und erlaubt damit neue Formen künstlerischen Ausdrucks. Sie löst darüber hinaus die traditionellen Rollen des literarischen Systems auf: Der Tod des Autors bedeutet die Geburt des schreibenden Lesers. In dieser Studie soll das Konzept des „Kanons“, was in der traditionellen (empirischen) Literaturwissenschaft entwickelt wurde, auf Netzliteratur übertragen und nutzbar gemacht werden. Die Leitfrage ist dabei: Ist gegenwärtig bereits ein solcher Kanon existent und wie modelliert er sich heraus? Basierend auf dem Handlungsrollenmodell und einer Modifikation von Karl Erik Rosengrens mention analysis wurde ein Sample von deutschen Aufsätzen und Besprechungen zu Netzliteratur untersucht. Von zentralem wissenschaftlichen Interesse war dabei: Wie beziehen sich die Autoren auf Netzliteratur? Welche Projekte und Texte werden als bereits kanonisiert angesehen? Welche Internetdienste beeinflussen diesen Kanonisierungsprozess und wie? Diese Studie versteht sich schließlich vor allem auch als Test der Anwendbarkeit von Rosengrens Methode für die Untersuchung von Netzliteratur: Ist es zulässig, für diesen Zweck eine Methode zu benutzen, die ursprünglich zur empirischen Analyse des traditionellen literarischen Kanons entwickelt wurde?     Using data from the 2003 Family Income and Expenditure Survey and 2005 Community-Based Monitoring System for a City, Multivariate Adaptive Regression Splines (MARS) is used in identifying household poverty correlates in the Philippines. Models produced by MARS are more parsimonious yet contains theoretically and empirically sound set of household poverty correlates and have high accuracy in identifying a poor household.     In Learning from Language, Walter H. Beale seeks to bring together the disciplines of linguistics, rhetoric, and literary studies through the concept of symmetry (how words mirror thought, society, and our vision of the world). Citing thinkers from antiquity to the present, Beale provides an in-depth study of linguistic theory, development, and practice. He views the historic division between the schools of symmetry and asymmetry (a belief that language developed as a structure independent of human experience), as built into the character of language itself, and as an impediment to literary humanism (the combined study of language, rhetoric, and literature to improve the competence and character of the individual). In his analysis, Beale outlines and critiques traditional claims of symmetry, then offers new avenues of approach to the subject. In doing so, he examines how important issues of human culture and consciousness have parallels in processes of language; how linguistic patterns relate to pervasive human problems; how language is an active participant in the expression, performance, and construction of reality; the concepts of designating versus naming; figurative language as a process of reenvisioning reality; and the linking of style to virtue by the ancients. Beale concludes that both asymmetrical and symmetrical elements exist in language, each with their own relevance, and that they are complementary, rather than opposing philosophies. The basic intuitions of symmetry that relate language to life are powerful and important to all of English studies. Combined with a love for the workings, sounds, and structures of language, Beale says, an understanding of symmetry can help guide the pursuit of literary humanism. The specific aim of GL is to look at the form and contents of dialogues among speakers of different cultural backgrounds who will use a "default language" or koiné (usually English) to interact, in order to detect communication breakdowns at various levels of "depth", as well as the opportunities for developing sound intercultural communication practice. The book includes an accessible presentation of fundamental questions concerning languages and language use. The volume also addresses how language, context and culture shape the way in which we argue a point and try to persuade other people, and why intercultural argumentation is both necessary and risky.Global Linguistics: An Introduction describes fundamental notions in linguistics and cognate fields and is thus well-suited for use as a textbook in courses dealing with IC in general. At the same time, the book is of general interest to scholars in linguistics and communication studies, as it places particular emphasis on theoretical models such as argumentation theory and conceptual metaphor theory, which are generally not presented in textbooks on language and IC.

This seems to be a very strong assumption for any country but it sounds especially strong and hardly plausible for developing and transition economies. But if compliance and enforcement varies widely across regions/cities or segments of firms, then this variation is likely to cause variation in performance. This paper looks at Russia in particular. The main idea of this paper is to analize cross-regional and inter-temporal variation in EPL enforcement and to explore empirically whether it is translated into regional labour market outcomes.     This paper explores the role of political stability on fiscal policy choices in a time-series analysis over 158 years on the Swiss federal level. We argue that the fiscal-commons problem of public finances is affected by the time-horizon of a finance minister. Arguably, the incentives for an incumbent to maintain a good reputation with sound policy decisions are stronger the longer the time-horizon of a respective term. In addition, a finance minister who succeeds to stay a long time in office normally enjoys a politically powerful position towards the parliament, the administration and the interest groups to influence policy decisions. In contrast, frequent government turnover weakens the position of the finance minister. -- political stability ; fiscal policy ; constitutional changes

    This paper reviews the theoretical and empirical literature on the role of financial sector development, with a view to deepening understanding of the rationale of development assistance to the financial sector of developing countries. The review leads to the following broad conclusions: (i) there are convincing arguments that financial sector development plays a vital role in facilitating economic growth and poverty reduction, and these arguments are supported by overwhelming empirical evidence from both cross-country and countryspecific studies; (ii) there are however disagreements over how financial sector development should be sequenced in developing countries, particularly the relative importance of domestic banks and capital markets and, in developing the banking sector, the relative importance of large and small banks; (iii) while broadening the access to finance by microenterprises, small and medium-sized enterprises (SMEs), and vulnerable groups is recognized as critically important for poverty reduction, it is also widely believed that microfinance and SME credit programs need to be well designed and targeted to be effective. In particular, these programs need to be accompanied by other support services such as provision of training and capacity building, assistance in accessing markets and technologies, and addressing other market failures; and (iv) financial sector development and innovation will bring risks, and it is therefore essential to maintain sound macroeconomic management, put in place effective regulatory and supervisory mechanisms, and carry out structural reforms in developing the financial sector. The paper argues that these conclusions provide a strong justification for development assistance to target financial sector development as a priority area, and that, like any public sector intervention, such assistance should be designed to address market and nonmarket failures. The paper also highlights several areas where more research is urgently needed, in particular, how to sequence financial sector development, how to balance the need for financial innovation and that for economic and financial stability, and how to make microfinance and SME credit programs work better to reduce poverty.

    ger: Eingangs wird der für das Thema relevante translationswissenschaftliche Forschungsstand erörtert. Die in der translationswissenschaftlichen Fachliteratur zumeist verwendeten Kulturdefinitionen werden auf der Suche nach einem für das Thema brauchbaren Kulturbegriff diskutiert. Die kulturellen Kontexte konkreter literarischer Texte - sechs Kurzgeschichten des syrisch-arabischen zeitgenössischen Autors Zakariyya Tamir sowie jene ihrer deutschen Übersetzungen werden dargestellt, verglichen und diskutiert. Zur Anwendung kommt ein interdisziplinärer und holistischer Forschungsansatz. Ausgangspunkt ist die Hypothese, dass die Kurzgeschichten durch ihre Übersetzung ins Deutsche aus ihrem syrisch-arabischen Kontext herausgenommen und in einen neuen deutschsprachig-europäischen Kontext gestellt werden, wodurch kontextbedingte Verständnisunterschiede auf Leserseite entstehen können.
    Die Makroperspektive (politische, wirtschaftliche und gesellschaftliche Entwicklung Syriens und Österreichs, Entwicklung der modernen arabischen Literatur und des Genres der Kurzgeschichte in der arabischen und deutschsprachigen Literatur, Orientbild in Europa und besonders in Österreich, Rolle der Übersetzer, ihrer Übersetzungen und der Verlage im arabischen Raum und in Europa, Definitionen österreichischer Literatur) wird durch die Mikroperspektive (Leben und Werk des Autors, die sechs Kurzgeschichten, Kurzbiographien der insgesamt vier Übersetzer und Übersetzerinnen der sechs Kurzgeschichten sowie deren Aussagen zur Übersetzung) ergänzt.
    Die Ergebnisse einer qualitativen Befragung von Leserinnen und Lesern der Kurzgeschichten in Damaskus und Wien zeigen konkrete Unterschiede im Verständnis der Texte zwischen österreichischen und syrischen Befragten auf und können als Bestätigung der eingangs erwähnten Hypothese gewertet werden.
    Die Untersuchung der Kontexte bringt aus translationswissenschaftlicher Perspektive eine Fülle weiterer Ergebnisse in bisher weniger erforschten Bereichen. Die große Ähnlichkeit der Gattungskomponenten der Kurzgeschichte als Genre der arabischen und deutschsprachigen Literatur kontrastiert mit der unterschiedlich starken Verwurzelung des Genres in den beiden Literaturen. Große Unterschiede in Verlagswesen und Buchmarkt im deutschsprachigen und arabischen Raum und die stark unterschätzte Rolle der Übersetzerinnen und Übersetzer bei der Vermittlung moderner arabischer Literatur im deutschen Sprachraum lassen Defizite erkennen.
    Die Arbeit zeigt die Wechselwirkung von Kultur und literarischer Übersetzung und die Notwendigkeit eines dynamischen Verständnisses von Kultur für die Zwecke der Translationswissenschaft, die neben ihrem interdisziplinären Charakter auch den Dialog innerhalb der Disziplin mit Translationswissenschaftlern im arabischen Raum noch pflegen und verstärken muss.
    eng: The thesis starts with a brief outline of trends in translation studies that are relevant for the topic. Definitions of culture frequently used in translation studies are then discussed in order to define a notion of culture that could serve as a sound basis for this study. Based on an interdisciplinary and holistic approach the cultural contexts of a sample of literary texts six short stories by Zakariyya Tamir, a contemporary Syrian Arab writer and of their translations into German are presented in parallel to compare and discuss the differences between contexts in order to verify the following hypothesis: Translation into German puts the six short stories originally firmly rooted in their Syrian Arabic context into the different - context of their German speaking readers and thus may change the way they are being read and understood.
    The macro perspective on context (political, economic and societal development of Syria and Austria, the development of modern Arabic literature and of the short story in Arabic and German-language literature, the image of the Orient in Europe and especially Austria, the role of translators and their translations as well as publishers in Europe and the Arab World, definitions of Austrian literature) is supplemented by a micro perspective focus (biography and oeuvre of the author, in-depth analysis of the six short stories, short biographies of the four translators of the short stories and their answers and testimonials).
    The results of a qualitative poll of readers of these short stories in Vienna and Damascus show significant differences between the answers given by Austrian and Syrian readers and their respective understanding of the texts. The results of the comparison of contexts and of the readers poll corroborate the hypothesis that served as a starting point.
    This study also shows striking similarities in the genre components of Arabic and German-language short stories contrast with different genre preferences of Arab and German-speaking readers. As publishers in Europe and the Arab World find it still difficult to cooperate due to a number of reasons, translators step in to fill the gap. Their role is not sufficiently appreciated, to say the least. Ample evidence demonstrates how culture and literary translation affect each other mutually and calls for a dynamic notion of culture. Translation studies should not only keep their interdisciplinary approach but also intensify the dialogue within the discipline not only but also with researchers in the Arab world.

    The literature of the 90s confronts us with representations of maimed or injured human bodies and transgression at their boundaries. Although differing in style and subject, the works of Roes ( Haut des Südens ), Rabinovici ( Suche nach M. ), Hettche ( Nox ) and Beyer ( Das Menschenfleisch ) all share the topic of injured skin as a conceptual center of the narrative. As semiotic systems, fiction offers access to the phenomenon of altered reality and self-experience and the associated change of the body. My book combines Greimas structural text semiotics with Lacan's structural theory of the subject and its cultural implications (as developed by Waltz). This allows for a sound methodological approach to the texts and, thus, through the meta-semiotic detour of narrative discourse, for a cultural analysis. The research question addresses the relationship between the assumption of a genuinely contemporary constitution of the subjects and the current desire for crossing borders. The study demonstrates how the decline of the symbolic (Lacan) is tried to be expressed in the system of text / language.

    Anders als bei der Analyse von Zuwanderung existieren bislang kaum wissenschaftlich verwertbare Daten über das Ausmaß und die Beweggründe von Auswanderungen aus Deutschland. Ferner gibt es nahezu keine Informationen über die Lebensbedingungen der Auswanderer nach Ankunft in ihrer neuen Heimat. Insofern verwundert es kaum, dass sich die deutsche Migrationsforschung derzeit hauptsächlich auf aggregierte Auswanderungsdaten der offiziellen Statistik sowie nicht-repräsentative quantitative und qualitative Untersuchungen bestimmter Auswanderergruppen beschränken muss. Dies war der Ausgangspunkt für das Pilotprojekt "Leben außerhalb Deutschlands", in dem versucht wird, zwischen 2002 und 2006 ausgewanderte Teilnehmer des Soziooekonomischen Panels (SOEP) auch im Ausland weiter zu befragen und hierbei insbesondere Informationen über die Auswanderungsgründe und die neuen Lebensbedingungen zu erhalten. Hierbei ist es gelungen, 67 der 288 als Auswanderer identifizierte SOEP-Auswanderer im Ausland zu finden und den eigens hierfür konzipierten Fragebogen zuzusenden; insgesamt konnten so 32 Interviews tatsächlich realisiert werden. Der vorliegende Aufsatz stellt nun erste inhaltliche Ergebnisse der Pilotstudie vor. Jedoch liegt auf der Hand, dass aufgrund der (noch) extrem niedrigen Fallzahlen keine belastbaren inhaltlichen Schlussfolgerungen aus den Ergebnissen gezogen werden können. Somit ist ein weiteres Ziel, exemplarisch deutlich zu machen, welches prinzipielle Forschungspotential allgemein in einer Befragung von Auswanderern und speziell in einer Weiterverfolgung von ausgewanderten Teilnehmern des Sozio-oekonomischen Panels liegt. Insbesondere durch die Verknüpfung von Informationen vor und nach dem Auswanderungszeitpunkt eröffnen sich neue Möglichkeiten für die empirische Lebensverlaufsforschung, die vor dem Hintergrund des Verständnisses von Migration als prinzipiell unabgeschlossenen Prozess neue empirische Perspektiven für die Migrationsforschung eröffnet In contrast to the vast body of data on immigration to Germany, there is almost no scientifically valid data available on emigration flows from Germany and the factors motivating people to emigrate. In particular, there is an almost total lack of data on the living conditions of emigrants after their arrival in their new home countries. It is thus unsurpising that the German emigration research is currently based mainly on aggregated emigration data from official statistical sources as well as on non-representative quantitative and qualitative studies of specific emigrant groups. This was the point of departure for the pilot project "Life outside Germany" which attempted to follow Socio-Economic Panel Study (SOEP) participants who left Germany between 2002 and 2006, with the central aim of obtaining information about these individuals' motivations for leaving and their living conditions in their new home countries. The project succeeded in locating 67 of the 288 former SOEP respondents who had been identified as emigrants. These individuals were sent thespecially designed questionnaire by mail, and a total of 32 interviews were completed and returned. The present study starts by presenting the empirical findings from the pilot study. The main problem of the analysis lies less in the (controllable) selectivity of the respondents (32 of 288), and more the (still) extremely low case numbers, which do not allow scientifically sound conclusions to be drawn from the results. A further aim of this paper is therefore to provide an example of the basic research potential that lies in emigrant surveys, particularly in surveying SOEP respondents who have moved abroad. Linking information before and after the point of emigration creates new possibilities for empirical life-course research, which in turn - from an understanding of migration as a fundamentally open-ended process - open up new empirical perspectives for migration research.

    This study explicates emotions as specific meanings that are encoded by means of signs. Thus, emotions are the semiotically structured counterparts of inner feelings that can be perceived by means of introspection. In semantic terms, emotions can be treated as predications: they assign to the person that experiences a feeling the property of having particular subjective psychological experiences and employing particular forms of motor behaviour in certain situational conditions. The basic concepts needed for a semiotic, in particular linguistic and literary explication were set out in detail in the first part of the study. An experiencer is the semantic argument in a predication to which the psychological experience characterized by that predication is assigned. A stimulus is the semantic argument in a predication that is assigned by that predication the property of being the trigger or subject matter of the psychological experience in question. The descriptive concept of emotional attitudes is employed to explicate generalizable properties of clusters of subjective psychological experiences and motor behaviour. The concept of emotional scenes is used to provide a systematic representation of clustered situational conditions.After a brief overview of these theoretical foundations (section 1), the present, second part of the study focuses on how emotional meanings are specified in texts. The meanings encoded lexically and by means of grammatical and textual structures in a language are treated as underspecified, which means that linguistically encoded meanings are semantically and conceptually formed and specified in stages on a series of descriptive levels that build on one another. This involves interpretation routines that require information about, for example, lexical features, the formation of grammatical structures, orthographic and phonetic (rhythmic, prosodic) forms, the structuring of texts and conversations, non-linguistic forms of expression (such as facial expression and gestures or the formatting of a text), and the contexts of statements and their reception.This investigation is concerned primarily with the linguistic encoding of emotions, which is associated with the grammatical and transgrammatical descriptive levels. It provides a foundation for more far-reaching interpretations that employ the methods of literary and cultural studies in drawing on knowledge about cultural and historical factors and pre-texts. One of the main concerns of the article is therefore to consider the concept of underspecification and some of the factors that help to shape meanings (section 2). The focus of attention then shifts to the transgrammatical encoding and specification of emotional meanings (section 3). The possible ways of presenting linguistic signals and communicating information with them differ from one medium to the other: spoken language manifests itself as a continuum of sound that unfolds in time and is aurally perceived, whereas written language manifests itself in the form of discrete units that extend through space and are visually perceived. Many of the examples are drawn from Georg Büchner's Lenz, with attention being given to the circumstances of its production and reception; in an illustration of how an analysis can proceed, it is shown what the most important emotions in Lenz are and what narrative means are used to encode them. On the one hand, the emotions encoded by Büchner distinguish the text from the comments in Oberlin's diary, one of his historical sources. On the other hand, the techniques used to structure the text in this way mean that Lenz is comparable with modern transcriptions of exchanges between doctors and patients. Peer Reviewed
