    This study aimed to analyze the scientific production on the relationship between state (public policies), school feeding and family agriculture in Brazil, before and after Law n. 11,947/2009, which reformulated the regulatory framework of the National School Feeding Program (PNAE). The objective was to verify how these terms have been addressed in the literature, investigating the diversity of possible problems and interpretations that the interface between them raises. The methodological path chosen is divided into two parts. First, a bibliometric survey was carried out in order to draw a quantitative overview of the production of interest, whose selected researches are presented regarding their publication periods, areas of knowledge, dissemination channels, methodological approaches and keywords most used. Subsequently, a thematic categorization of all selected works was performed, aiming at identifying the main emphasized subjects, to then highlight the general evidences found and systematized from a qualitative review of its bibliographic content. Thus, a privileged approach was obtained about the operational reality of the PNAE, since the analyses demonstrate concrete aspects about the challenges and potentials associated with the insertion of family agriculture in institutional markets, while emphasizing possible factors for the potentiation of this instrument in the Brazilian territory.

    This paper presents a brief review of the main sociological theories on socioeconomic inequality between blacks and whites in Brazil, and indicators of racial income inequality for the period 1986-2019, based on the National Household Survey (PNAD). The indicators show that, despite all the change in racial relations in the period, such as the debunking of the myth of racial democracy, the growing appreciation of blackness and the greater denunciation and repudiation of racism and discrimination, in the income dimension there was only a tiny reduction of inequality. Racial income inequality persists without substantive upheavals. The average income of whites is at least twice that of blacks, and this difference, according to the decomposition of the Theil L indicator, accounts for 11% of the Brazilian income inequality. The contribution of income inequality among blacks to total inequality in Brazil increased, together with the share of the population that declares being preto and pardo in the PNAD, which became the majority in the period.

    Based on data from the Brazilian National Household Sample Survey (PNAD Contínua/ IBGE 2019), we compare the current benefit model for the Bolsa Família programme (whose main strategy for fighting extreme poverty consists of a top-up benefit) with a microssimulation of an alternative flat-rate benefit model, paid to all extremely poor people and poor children covered by the programme. The total budget is the same. The top-up benefit seems to perform marginally better than the flat-rate benefit, but the difference is not statistically significant. The extreme poverty rate observed in 2019 (measured by the programme's lower eligibility threshold of BRL 89 per capita per month) was of 4.1%, whereas it would have been 4.3% if the programme had a flat-rate benefit. This advantage was also observed in the other FGT poverty measures, again with non-significant results.

    Chinese society has transformed in recent decades, moving from a predominantly agricultural country to one of the largest economies in the world. However, the accelerated industrialization and urbanization process has created considerable gaps between the rural and urban areas and the opportunity cost of continuing in the countryside has become very high, making it necessary to intervene through subsidy policies that stimulate agricultural production, mainly grains, which were adopted in different ways until the end of the 90s. When China joined the World Trade Organization in 2001, its domestic support had to be within the limits set for all member countries. So, it is important to know how the Asian country faced the growing domestic demand for food and at the same time, how did regulated subsidies according to WTO rules. To this end, data from 2011 to 2016 on Notifications from China were analyzed, which revealed some difficulty in staying within the limits as well as opening up short-term opportunities for several grain supply countries, including Brazil, to increase their exports to China.

    Brazilian agribusiness, a sector that represents a quarter of the country's economy, has undergone significant transformations since the 1960s. With the economic opening and financial stabilization of the 1990s, several agribusiness productive segments maintained a good performance, although the supply chain goats and sheep, in particular, faced difficulties in their trajectory. Thus, this study, by means of the description, sought to make a diagnosis of the agro-industrial complex of goat breeding in Brazil, highlighting its main limitations, demands and advances. It was identified that the main problems stem from the informality present in the sector, the lack of private policies and actions that promote the training of producers, the support to production activities and the unsustainability in the commercialization of products derived from integrated actions between producers and between public and private. Important actions already taken in the sector were highlighted, such as the Rota do Cordeiro and the formation of producer cooperatives.

    This working paper investigates the Marshall Plan from an unprecedented angle: that of strategy formulation, policy design, and the coordination of policy implementation. Through an in-depth case study, the Marshall Plan proves to be a far-reaching experience that still brings to light chronic and crucial problems for those interested in ex ante policy analysis. The conclusion is that the plan can be reinterpreted as an approach to complex and multi-causal problems (wicked problems) in search of building integrated solutions and government action as coordinated as possible. The approach consists of striving for strategic definitions centered on the correct choice of priority problems and the identification of their causal chain. Around these definitions, the policy design seeks to balance short-term responses with attention to long-term causes. Such assumptions precede issues such as, for example, the efficient budget allocation and the optimization of administrative and regulatory resources - concerns which are more focused on consequences than on root causes. With these preliminaries guaranteed, the policy design establishes a policy governance with due command and central control over the strategy, but with managerial autonomy over the programs. It leaves an open part of the process of formulating alternatives so that they adjust to a decentralized and capillarized implementation, with a technical cooperation network that remains close to the street-level bureaucracy.

    This text investigates how public policies focused on racial equality were inserted in the governmental agenda and how they were implemented by the Brazilian federal government from 2000 to 2014. The research strategy was a case study, using process tracing to analyze the facts in this period. Based on this tool, a timeline was developed, consisting of three periods and a background section. The first period (2000 to 2002) refers to the time of preparation for the Durban Conference in 2001 and its immediate effects. In the second period (2003-2009), the institutionalization of the racial equality policy within the federal government was marked by the rise of the government of the Workers' Party (PT) and by the creation of a dedicated department on ministerial level - Secretaria de Políticas de Promoção da Igualdade Racial (the Secretariat of Policies for the Promotion of Racial Equality). The last period (2010-2014) incorporates the policy consolidation, in which developed norms and decisions established the legitimacy of the undertaken policies and allowed their expansion. To investigate each period in relation to the stated aims, questions and assumptions, the research was divided into three non-linear steps. In the first stage, the focus is to trace the timeline, with the main events of each period and with the main causal mechanisms that led to the institutional change. The second stage focuses on qualifying the institutional change, characterizing its main aspects. In the third stage, it tries to identify how the categories of the various protagonists, contexts and institutions acted in the process of institutional change. The investigation was based on documental, bibliographical and interview research. It is concluded that the process of insertion of racial equality policies in the Brazilian federal government in the period from 2000 to 2014 was promoted by causal mechanisms such as international pressure, institutional tension and normative validation, configuring a layered institutional change trajectory, which also lead towards processes of change by conversion and by drift.

    This text aims to analyze the reform of secondary education in Brazil from a specific perspective: the potential to go beyond the traditional task of enabling students to go to university or to become career-ready by offering a broader and more balanced education that prepares them for entry into adult life. When reflecting on its proposals, contents, and feasibility, this study examines the potentialities for the insertion of values and other edifying aspects in the student’s life. The potentialities exist, indeed, and the Base Nacional Comum Curricular (BNCC) brings this possibility to the heart of the Reformation. The analysis relies on bibliographic research about models and trends in high school and on international experiences. At the end of the work, some considerations and suggestions aim to help the policy.

    The main objective of this paper is to compare the European Union’s (EU) Regional Policy with the Regional Policy in Brazil. In this context, the transformations that have occurred in the last two decades in the policies and instruments that promote the economic and social development of the countries that form the EU are discussed. The experience of EU Regional Policy can, in many ways, emulate Brazilian researchers and national and sub-national governments, to design and implement good public policies to address regional inequalities. The National Policy for Regional Development (PNDR), under the responsibility of the federal government, showed substantial advances in the period 2007-2020. However, the National Fund for Regional Development (FNDR), the main vector of structural changes and which would provide financial support for the creation of Policies and Programs at the national level, was not created. The absence of such an instrument represents a major constraint on the greater effectiveness of the PNDR to the process of minimizing regional inequalities in Brazil.

    The objective of this work is to analyze, through the theory of public policies, the Regional Plans for Regional Development developed by the Superintendencies of Development of the Northeast (Sudene), Development of the Amazonia (Sudam) and Development of the Midwest (Sudeco). Secondarily, we analyzed three main aspects inherent to our object: first, the alignment between the plans and the National Regional Development Policy (PNDR); in addition, we will observe the institutional capacity of the superintendencies to formulate and implement the policies described in the regional plans and, finally, we will seek to indicate the diagnoses contained in these plans with respect to the proposed development. Methodologically, the theory of the public policy cycle and the agenda are guiding factors of the present work, which are adequate for the present work. Preliminarily, we can indicate that the regional plans represent important guidelines for the achievement of public policies, but it is necessary to transition from a government agenda to a decision agenda.

    In this text for discussion, a synthesis of the trajectory of the line of research on the Regions of Influence of Brazilian Cities, developed by IBGE, whose content excels in the longevity, systematcity and timeliness of complex research that expresses the Brazilian urban network since the 1960s, is elaborated. In addition to history of this trajectory, some results and advances of the most recent research, available in 2018, are highlighted in the text. It highlights the importance of studies on urban hierarchy and regions of influence of cities, and general considerations are made about the historical and methodological aspects of research, with emphasis on quality and ease of access to the information produced. In the historical construction, it approaches that the improvement of operational procedures did not compromise methodological comparability and results, which ensured to follow the evolution, over time, of the positioning of each city on the scale of the urban network. Returning to the structuring of the urban network, the text presents the results of an exercise that sought to demarcate the changes and permanence of cities in the hierarchical scale throughout the analyzed period. There were also important changes in the variation of centrality levels, related to the rise or fall in rescheduling over the period. The international connections of the cities of the land border strip and the long-distance international connections of all cities also deserved to be highlighted in the text that is presented, for the novelty in the series of researches considered. Finally, the importance of the research and the firmness of IBGE in the production of a series of high quality and constant periodicity is renewed. It is emphasized how much its results point to the urgency of a reflection on the federative pact, since the socio-spatial dynamics increasingly ignore snow and borders.

Nas últimas décadas, as representações de experiências migrantes e diaspóricas têm adquirido uma posição relevante nas narrativas cinematográficas. Este livro propõe uma aproximação teórica ao conceito do assim chamado «cinema de migração». Além disso, acompanha as reflexões a respeito de alguns dos exemplos mais notáveis do cinema de migração em língua portuguesa, analisando diversos exemplos de Portugal, Brasil, Moçambique, Angola e Cabo Verde. Finalmente, discutem-se novas tendências como o «cinema de migração poliglota», os seus «espaços intermitentes» e «paisagens faladas» para desembocar na constatação que são «as fronteiras que nos fazem»
