    Transcultural Modernisms is based on the findings of an interdisciplinary research project with focus on modernist architectural projects realized in the era of decolonization. It maps out the network of encounters, transnational influences, and local appropriations of an architectural modernity manifested in various ways in housing projects in India, Israel, Morocco, and China that served as exemplary standard models, not only for Western societies. The emphasis in Transcultural Modernisms is on the exchanges and interrelations among international and local actors and concepts, a perspective in which "modernity" is not passively received, but is a concept in circulation, moving in several different directions at once, subject to constant renegotiation and reinterpretation. Modernism is not presented as a universalist and/or European project, but as marked by cultural transfers and their global localization and translation.

    This report outlines Morocco’s social policy response to the Covid-19 pandemic in two main parts. First, it de-scribes the Special Fund dedicated to the management of Covid-19, created in the wake of the health emergency and the subsequent general lockdown from March to June 2020. Second, it highlights the main components of the structural reform of all social protection policy announced for the next five years. The discussion is contextualized within the broader context of the political economy and demographic transition as well as the academic and policy literature about social policy and social protection in Morocco. The conclusion summarises the main findings and the general outlook for social protection reform between 2021 and 2025.

    This paper provides new insights into the role of governments and businesses in responding to pandemics in the Arab region. It uses the COVID-19 World Bank Enterprise Survey Follow-up dataset to examine the degree of business endurance in Jordan and Morocco amid the pandemic. Relying on the probit regressions, the empirical findings suggest that businesses that assumed resilient strategies such as establishing an online presence and converting production are more likely to remain open, whereas firms that adopted remote working are less likely to survive. This is due to the unpreparedness of firms and the limited availability of technologies in Jordan and Morocco for teleworking. Further, firms that expected future government supports are more likely to report closure. Finally, our results do not provide evidence that government grants and measures and the level of online sales are statistically significant in our model. The model used also offers further testable hypotheses for future research to comprehend the significance of the response of businesses to unprecedented shocks.

    The novel, the literary adage has it, reflects a world abandoned by God. Yet the possibilities of novelistic form and literary exegesis exceed the secularizing tendencies of contemporary literary criticism. Showing how the Qurʾan itself invites and enacts critical reading, Hoda El Shakry’s Qurʾanic model of narratology enriches our understanding of literary sensibilities and practices in the Maghreb across Arabophone and Francophone traditions. The Literary Qurʾan mobilizes the Qurʾan’s formal, narrative, and rhetorical qualities, alongside embodied and hermeneutical forms of Qurʾanic pedagogy, to theorize modern Maghrebi literature. Challenging the canonization of secular modes of reading that occlude religious epistemes, practices, and intertexts, it attends to literature as a site where the process of entextualization obscures ethical imperatives. Engaging with the Arab-Islamic tradition of adab—a concept demarcating the genre of belles lettres, as well as social and moral comportment—El Shakry demonstrates how the critical pursuit of knowledge is inseparable from the spiritual cultivation of the self.Foregrounding form and praxis alike, The Literary Qurʾan stages a series of pairings that invite paratactic readings across texts, languages, and literary canons. The book places twentieth-century novels by canonical Francophone writers (Abdelwahab Meddeb, Assia Djebar, Driss Chraïbi) into conversation with lesser-known Arabophone ones (Maḥmūd al-Masʿadī, al-Ṭāhir Waṭṭār, Muḥammad Barrāda).     This report identifies the opportunities that Islamic finance presents for donors. To achieve these, Arab and OECD Development Assistance Committee donors need to mobilise innovative forms of financing and deliver the call to deepen the transformation of development finance systems. DAC members could do so by broadening and deepening exposure to alternative forms of financing, such as Islamic finance. Islamic finance represents USD 2.5 trillion – a share of which could be mobilised for development – and its tenets resonate across the member countries of the Organisation for Islamic Cooperation and beyond. Arab donors could harness Islamic finance, as a means to strengthen partnerships with DAC members, whilst increasing the effectiveness of existing aid flows in countries and contexts where they have considerable access. Doing so could create a more equitable and stable development finance order capable of delivering the SDGs and achieve greater impact in partner countries. Both communities would then be able to chart a path for all development actors, notably the private sector, development finance institutions and other bilateral donors. This report provides a set of action points for Arab and DAC donors, highlighting the benefits of engaging in and co-operating through Islamic finance.

    The development and application of advanced manufacturing technologies (known as Industry 4.0) have been enabled by the fast-paced process of digital transformation. These transformations are expected to have major implications on the reorganisation of global value chains as well as on labour markets. For late-industrialising countries, Industry 4.0 brings both opportunities and challenges. On the one hand, it opens opportunities in terms of improving competitiveness, learning and export markets. On the other hand, however, it may devalue the traditional competitive advantage based on low labour costs, creating difficult-to-tackle challenges on labour markets related to unemployment and new demands for reskilling and upskilling. This paper explores these aspects through the lens of one country, Morocco, and two very different sectors: automotive and apparel. Morocco is a lower-middle-income country that has capitalised on its proximity to Europe and succeeded in developing a dynamic export-oriented automotive industry. The garment sector, which is critical for employment, has been generally neglected by the industrial development strategies. However, Industry 4.0 and its implications on global value chains are likely to affect both sectors, although in different ways. Our analysis clearly shows that interventions must be tailored to the different degrees of technological readiness. The automotive sector is driven more by the needs of major original equipment manufacturers. Therefore, industrial policy should focus on setting the framework conditions, enabling upgrading by investing in research and development, and shifting incentives towards facilitating local suppliers to better integrate with higher-tier suppliers. In the garment sector, policy interventions need to be more comprehensive, from developing a long-term vision to building awareness on technological upgrading and new business models enabled by digitalisation and automation. Moreover, there is extensive scope for industrial policy to contribute to building basic technological and knowledge capabilities all along the garment supply chain and to attracting investment.

    After independence, energy and food subsidies became a cornerstone of the social contracts in the Middle East and North Africa (MENA) countries. Governments spent heavily to reduce poverty and strengthen their own legitimacy. However, as government rents faded, subsidy spending became financially unsustainable and foreign donors pressed for reforms. Yet, reform has been challenging for all the governments as subsidies affect all consumers, therefore raising the risk of government delegitimisation. Several publications have analysed the subsidy reforms of various MENA countries, but few have systematically analysed their impacts on the prevailing social contracts. This paper shows that reforms in a key policy field such as subsidy spending can affect the nature of social contracts profoundly and distinctly, depending on the reform strategy. It assesses the reform processes that took place in Morocco, Egypt and Iran primarily between 2010 and 2017, thus before the United States once more tightened sanctions against Iran and before the COVID-19 pandemic broke out. We argue that governments applied distinct strategies to reduce subsidy spending without provoking major social unrest to reforms, with the effect that the social contracts of the three countries changed in quite different ways.     The novel, the literary adage has it, reflects a world abandoned by God. Yet the possibilities of novelistic form and literary exegesis exceed the secularizing tendencies of contemporary literary criticism. Showing how the Qurʾan itself invites and enacts critical reading, Hoda El Shakry’s Qurʾanic model of narratology enriches our understanding of literary sensibilities and practices in the Maghreb across Arabophone and Francophone traditions. The Literary Qurʾan mobilizes the Qurʾan’s formal, narrative, and rhetorical qualities, alongside embodied and hermeneutical forms of Qurʾanic pedagogy, to theorize modern Maghrebi literature. Challenging the canonization of secular modes of reading that occlude religious epistemes, practices, and intertexts, it attends to literature as a site where the process of entextualization obscures ethical imperatives. Engaging with the Arab-Islamic tradition of adab—a concept demarcating the genre of belles lettres, as well as social and moral comportment—El Shakry demonstrates how the critical pursuit of knowledge is inseparable from the spiritual cultivation of the self.Foregrounding form and praxis alike, The Literary Qurʾan stages a series of pairings that invite paratactic readings across texts, languages, and literary canons. The book places twentieth-century novels by canonical Francophone writers (Abdelwahab Meddeb, Assia Djebar, Driss Chraïbi) into conversation with lesser-known Arabophone ones (Maḥmūd al-Masʿadī, al-Ṭāhir Waṭṭār, Muḥammad Barrāda). Theorizing the Qurʾan as a literary object, process, and model, this interdisciplinary study blends literary and theological methodologies, conceptual vocabularies, and reading practices

    "Anti-colonial literature is not necessarily 'combat literature' as Fanon and Déjeux have both suggested in their own writings. While it is often combative, there is also anti-colonial literature that emphasizes the human and the humane rather than the oppositional and contentious; it cannot be fair to label all anti-colonial literature as combative, even if one were to expand the definition of "combat" to include peaceful struggles against oppression or dehumanization. This book suggests that the relationship between the West and the rest of the world has been imagined as a relationship of Self (the West) to Other (the rest of the world), ordered and bordered geographically by the whims of Europeans and creating a Center-Periphery paradigm. These invented boundaries of humanity serve to separate geographical sites, but more, they serve to enclose the Empire and exoticize other cultures. Boundaries are often spatial, but more often, they are related to relationships and colonialization."
