    Abstract: This paper aims at explaining the importance of the democracy stance as compared to the efficiency stance in order to deal with complexity in biodiversity conservation. While the efficiency stance refers to the realm of relatively simple systems, individual rationality, and instrumental values, the complexity stance transcends these boundaries into the realm of complex systems, social rationality and intrinsic values. We argue that the task of biodiversity conservation is impossible to achieve in economically efficient ways, because (a) it is impossible to come to a (fully informed) complete account of all values, not only because it is costly but also because (b) moral values are involved which (by their nature) exclude themselves from being accounted for, and (c) biodiversity conservation can be regarded as an end in itself instead of only a means towards an end.     Abstract: Der Beitrag zur Entwicklungs- und Umweltpolitik erörtert die Debatte über das Entwicklungs- und Umweltprogramm REDD (Reducing Emissions from Deforestation and Degradation, die Reduktion von Emissionen aus Entwaldung und Schädigung von Wäldern). Die Grundidee von REDD basiert auf der Funktion der Wälder als Kohlenstoffspeicher. Indem dem in den Wäldern gespeicherten Kohlenstoff ein wirtschaftlicher Wert beigemessen wird, kann der Erhalt von Wäldern in wirtschaftliche Entscheidungsprozesse einbezogen werden. Im Rahmen eines REDD-Systems sollen die Emissionen aus tropischer Entwaldung anerkannt und bewertet werden, damit wirtschaftliche Anreize für den Stopp der Entwaldung geboten werden können. Obwohl die Theorie einfach klingt, ist die Umsetzung von REDD doch komplex und verschiedene strukturelle, technische und methodische Herausforderungen müssen gemeistert werden.     Abstract: "The relationship between the Convention on Biological Diversity (CBD) and the WTO Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS) is characterized by a persistent potential for disruptions in implementation, such as 'biopiracy' conflicts, because of the agreements' incompatible provisions on property rights over genetic resources. The lack of consolidation is often explained by attempts to strategically exploit interplay between the two institutions. Countries of the North and the South are said to push for provisions under their preferred agreement in order to circumvent obligations under the other. We develop an alternative explanation based on a conception of international negotiators acting as agents of particular interest groups rather than as representatives of the state as a whole.
