    Toward the end of her life, Sarah Orne Jewett (1849–1909) made a surprising disclosure. Instead of the critically lauded The Country of the Pointed Firs, Jewett declared her “best story” to be A Marsh Island (1885), a little-known novel. Why? One reason is that it demonstrates Jewett’s range. Known primarily for her vignettes, Jewett accomplished in these pages a truly great novel. Undoubtedly, another reason lies in the novel’s themes of queer kinship and same-sex domesticity, as enjoyed by the flamboyant protagonist Dick Dale. Written a few years into Jewett’s decades-long companionship with Annie Fields, A Marsh Island echoes Jewett’s determination to split time between her family home in Maine and Fields’s place on Charles Street in Boston. The novel follows the adventures of Dale, a Manhattanite landscape painter in the Great Marsh of northeastern Massachusetts and envisions the latter region’s saltmarsh as a figure for dynamic selfhood: the ever-shifting boundaries between land and sea a model for valuing both individuality and a porous openness to the gifts of others.Jewett’s works played a major role in popularizing the genre of American regionalism and has garnered praise, both in her time and ours, for her skill in rendering the local landscapes and fishing villages along or near the coasts of New England. Just as Jewett brought attention to the unique beauty and value of the Great marsh region, editor Don James McLaughlin reveals a convergence of regionalism and sexuality in Jewett’s work in his introduction. A Marsh Island reminds us that queer kinship has a long tradition of being extended to incorporate queer ecological belonging, and that the meaning of “companionship” itself is enriched when we acknowledge its indebtedness to environment

    We study, theoretically and empirically, how countries choose intra-bloc tariffs and preferential margins when they form Preferential Trade Agreements (PTAs). Our model indicates that countries should set systematically lower preferential margins when the bloc takes the form of a free trade area (where members set external trade policies independently), relative to a customs union (where members coordinate external tariffs). Moreover, in customs unions (but not necessarily in free trade areas) preferential margins should increase with the supply of partner countries and decrease with the level of preferential imports. These relationships reflect, respec-tively, the internalization of political-economy goals within the bloc and the desire to curb trade diversion. Using a sample that covers most PTAs formed by Latin American countries in the 1990s, when their popularity in the region shot up, we find empirical support for each of those predictions. These findings make clear that the type of PTA matters significantly for the bloc’s tariff structure. Our results carry out important implications for the welfare consequences and the social desirability of different types of PTAs.

    This paper explores the ramifications of customs unions (CUs) for multilateral trade cooperation within an economic environment characterized by trade-volume volatility and in a competing-exporters framework. We demonstrate that the parallel formation of different CUs leads to a gradual but permanent reduction in multilateral trade tensions unlike in the competing-importers case (Tabakis, 2010). More specifically, we show that the formation of the CUs will be accompanied by a decline in contingent protection (such as safeguards or antidumping duties) but will have a less pronounced effect on ìnormalî most-favored-nation tariff protection

    We study the welfare impact of rules of origin in free trade agreements where final-good producers source customized inputs from suppliers within the trading bloc. We employ a property-rights framework that features hold-up problems in suppliers' decisions to invest, and where underinvestment is more severe for higher productivity firms. A rule of origin offers preferred market access for final goods if a sufficiently high fraction of inputs used in the production process is sourced within the trading bloc. Such a rule alters behavior for only a subset of suppliers, as some (very-high-productivity) suppliers comply with the rule in an unconstrained way and some (very-low-productivity) suppliers choose not to comply. For those suppliers it does affect, the rule increases investment, but it also induces excessive sourcing (for given investment) within the trading bloc. From a social standpoint, it is best to have a rule that affects high-productivity suppliers. The reason is that the marginal net welfare gain from tightening the rule increases with productivity. Therefore, when industry productivity is high, a strict rule of origin is socially desirable; in contrast, when industry productivity is low, no rule of origin is likely to help. Regardless of the case, a sufficiently strict rule can (weakly) ensure welfare gains.
