Autocratic regimes can use carrots and/or sticks to prevent being overthrown by protests. Carrots, i.e. resource allocation, reduce the probability of protests, but cannot help to end them. Sticks, i.e. repression, reduce the probability that protests overthrow the regime, but also decrease its popularity. Using a difference-in-differences approach, I show that residential construction and military presence increase in protest municipalities after an uprising in 1953 in former East Germany. This cannot be explained by preexisting differences, demand for housing, or external warfare considerations. Carrots were furthermore used to counteract sticks' negative effect on popularity. More construction is associated with more regime support.

In well-functioning democracies, the policymaking process should in principle respond to persistent economic inequality with corrective policies. This process is set in motion through majority demands for redistributive taxation and spending that elected representatives eventually supply through policies designed to alleviate inequality. Policymaking constraints on both the demand side and the supply side have, however, considerably limited the extent of redistributive policies in Latin America. This paper explores recent data patterns from national and micro data to provide several potential explanations for the continuing high inequality observed in the region. Countries with stronger democracies have adopted more redistributive policies, even though post-tax inequality remains high in all of the region's democracies. Low citizen interpersonal and political trust both lead to fiscal policy preferences that constrain effective redistribution. Electoral participation has risen in the more democratic countries, while economically motivated protests have increased in weakly institutionalized settings.

One of the primary objectives of protests and demonstrations is to bring social, political, or economic issues to the attention of politicians and the wider population. While protests can have a mobilizing and persuading effect, they may reduce support for their cause if they are perceived as a threat to public order. In this study, we look at how local or spontaneously organised xenophobic demonstrations affect concerns about hostility towards foreigners and worries about immigration among natives in Germany. We use a regression discontinuity design to compare the attitudes of individuals interviewed in the days immediately before a large far-right demonstration and individuals interviewed in the days immediately after that demonstration. Our results show that large right-wing demonstrations lead to a substantial increase in worries about hostility towards foreigners of 13.7% of a standard deviation. In contrast, worries about immigration are not affected by the demonstrations, indicating that the protesters are not successful in swaying public opinion in their favour. In the heterogeneity analyses, we uncover some polarisation in the population: While worries about hostility against foreigners increase and worries about immigration decrease in left-leaning regions, both types of worries increase in districts where centre-right parties are more successful. Lastly, we also show that people become more politically interested in response to protests, mainly benefiting left-wing parties, and are more likely to wish to donate money to help refugees.
