Economics literature suggests that, even in the absence of fiscal costs, a persistently high and increasing public debt ratio may have a detrimental effect on long run economic growth in an economy that is not over-accumulating capital like Finland today. High public debt creates expectations about future tax increases and a climate of uncertainty, reducing incentives to save and invest. By being informative about its fiscal plans the government can anchor expectations and create a stable investment climate. The relationship between debt and growth is complex and depends on country-specific factors likely to change over time, providing support for country-specific debt-limits or rates of debt reduction. By reducing debt today, the government prepares for unanticipated events requiring significant public borrowing in the future and contains the distortionary effect of taxation required to service the debt. Reducing debt in an economic upturn, when private demand is strong and when monetary policy is accommodative, results in fiscal policy that is optimal both in the short and long run, minimizing the potentially harmful effect of fiscal consolidation on economic growth. Policies and structural reforms boosting economic growth allow the debt ratio to decline through economic growth, reducing the need for fiscal consolidation.

Climate change impacts in coastal areas (CA) have exposed coastal ecosystems to unprecedented conditions. System dynamic modelling (SD) has been used as a powerful tool to improve climate change adaptation (CCA) strategies. However, until now there are no review papers that summarize how academic literature that employs SD modelling has addressed CCA in CA. Hence, the main objective of this study is to provide an overview of the state of the art of this field. A systematic literature review was chosen as the main method of analysis, which was complemented with a bibliometric analysis and a categorization of the main contents of the papers selected. Our results suggest that the literature is clustered in three groups: physical or social impacts, water and agriculture management, as well as ecosystem services. Following the classification of key representative risks (KRK) of the IPCC, some topics have been addressed more than others. Most papers focus on Disaster Risk Reduction (DRR) compared to adaptation to slow onset hazards. Besides, research in developing countries remains scarce, except for the case of Vietnam. One group of models seem to be in an advanced stage or abstract enough to be applied in other areas, whereas another group is better suited for local modelling. Quantitative SD modelling has been preferred compared to qualitative or mixed approaches. Finally, Stella and Vensim seem to be the most popular platforms to run simulations.

BackgroundOlder people represent a risk group for acquiring or further development of delirium during hospitalization, therefore requiring suitable nonpharmacological delirium interventions.ObjectiveThis scoping review analyzed nonpharmacological intervention programs for older inpatients with or without cognitive decline on regular or acute geriatric wards to present the range of interventions.MethodsA systematic literature search was conducted using scientific databases. A total of 4652 records were screened by two independent reviewers, leaving 81 eligible articles for full-text screening and 25 studies were finally included. Inclusion criteria were older patients ≥65 years in regular or acute geriatric wards and nonpharmacological multicomponent interventions.ResultsMore than a half of the included studies (14, 56%) recruited patients with pre-existing cognitive decline as part of the study population and 12% focused exclusively on patients with cognitive decline. On average 11 intervention components were integrated in the programs and two programs included full coverage of all 18 identified components.ConclusionOnly few programs were described for older inpatients and even fewer regarding pre-existing cognitive decline. The low numbers of interventions and data heterogeneity restricted the assessment of outcomes; however, delirium incidence, as reported by two thirds of the studies was reduced by nonpharmacological multicomponent interventions.
