    This chapter provides the historical context for the past half-century in Europe focusing specifically on the link between migration and economic development and inequality. The literature review suggests that there are several channels through which migration affects economic inequality between countries in one or the other direction. The net effects are an open empirical question and are likely to depend on the economic, demographic and institutional and policy contexts; sources, types and selectivity of migration, as well as responses of the receiving societies as well as migrants themselves. We undertake an empirical analysis and find that immigration has contributed to reducing inequality within the 25 EU countries over the 2003-2017 period. As the EU attracted relatively highly qualified immigrants throughout this period, our results are consistent with the ameliorating effect of skilled migration on within-country inequality, as predicted by theory.

    We use four subsequent EU enlargement waves over three decades (1980s, 1990s, 2000s) to assess the regional effects of macro-institutional changes. Our focus is set on EU internal border regions which are specifically exposed to international integration, but it remains unclear how they benefit from this exposure. Treatment effects for different outcomes (per capita GDP, labor productivity, employment, population, night light emissions) are estimated by comparing the performance of EU internal border regions to overall regional development trends in the EU. We find significant border effects that build up over time and decay with spatial distance to the enlargement border. While per capita GDP, labor productivity levels and night light emissions develop positively on average, negative effects are found for the employment rate in border regions. However, effects can be specific to enlargement waves and country groups considered: Border regions in established member countries mainly gain from EU enlargement in terms of increasing their GDP per capita and labor productivity levels but face lower employment rates and population decline. However, border regions in new member countries, particularly in 2004 and 2007, most significantly gain through population and employment increases. This complex pattern of effects makes a straight “winner-loser” categorization difficult and poses challenges to policy support for EU border regions. Wir nutzen die vier Erweiterungswellen der EU aus den 1980er, 1990er und 2000er, um die regionalen Auswirkungen dieser Erweiterungen auf die Grenzregionen an den betroffenen Binnengrenzen zu untersuchen. Diese EU-Grenzregionen, die durch die Erweiterung in das Zentrum der EU rücken, erfahren die Effekte der wirtschaftlichen Integration in besonderem Maße, wobei vorab unklar bleibt, wie sich diese auswirken. Wir untersuchen die Effekte auf verschiedene Kennziffern: Pro-Kopf-BIP, Arbeitsproduktivität, Beschäftigung, Bevölkerung, nächtliche Lichtemissionen. Wir finden signifikante Grenzeffekte, die sich im Laufe der Zeit aufbauen und mit der räumlichen Entfernung zur Erweiterungsgrenze abnehmen. Während sich das Pro-Kopf-BIP, das Niveau der Arbeitsproduktivität und die nächtlichen Lichtemissionen im Durchschnitt positiv entwickeln, finden wir negative Effekte für die Beschäftigungsquote. Die Effekte sind jedoch spezifisch für die betrachteten Erweiterungswellen und Ländergruppen: Grenzregionen in etablierten Mitgliedsländern profitieren vor allem durch eine Steigerung des Pro-Kopf-BIP und der Arbeitsproduktivität, erfahren aber niedrigere Beschäftigungsquoten und einen Bevölkerungsrückgang. Die Grenzregionen in den neuen Mitgliedsländern profitieren hingegen am stärksten durch Bevölkerungs- und Beschäftigungszuwächse, insbesondere in den Jahren 2004 und 2007. Dieses komplexe Muster von Effekten macht eine eindeutige "Gewinner-Verlierer"-Kategorisierung schwierig und stellt eine Herausforderung für die politische Unterstützung der EU-Grenzregionen.

    The debate in the European Union (EU) on the expansion of majority decision-making is entering a new round. Germany, in particular, is seeking to build a coalition in favour of more majority decisions in light of the, at times, difficult decision-making process concerning foreign and security policy, and the prospect of future EU enlargement. Too often, however, this debate is not taking into account how and with what results majority decisions are being used in other, sometimes equally contested policy areas. An analysis of the public votes since 2010 compiled in the SWP’s new EU Council Monitor shows that EU member states generally strive for consensus, even in majority decisions. Larger groups of member states are almost never outvoted. Still, Hungary and Poland increasingly stand out as two states that are outvoted more often than others, albeit to a slightly lesser degree than the United Kingdom (UK) was before Brexit. One way out of the dilemma between strengthening the EU’s ability to act and protecting vital national interests could be a well-balanced "sovereignty safety net".

    Russia's fullscale invasion of Ukraine since 24 February 2022 has not shaken France's security policy as fundamentally as it has Germany's. France sees its previous goals confirmed, particularly in terms of strengthening Europe's strategic sovereignty. Nevertheless, it has been adapting in many areas in order to continue pursuing its ambitions under changed external conditions. This led to a continuity in security policy objectives - with notable adjustments in the means and direction. These include France's now active support for the enlargement of the European Union (EU) and the North Atlantic Treaty Organization (NATO) as well as its increased commitment within NATO. This has also partly dispelled the irritation among European partners that President Emmanuel Macron caused in 2022 with his statements about the need to reach out to Russia. However, substantial differences between Germany and France remain and have intensified in some cases, making bilateral cooperation more complicated.

    This paper examines the effect of increasing foreign staffing on the labor market outcomes of native workers in the German long-term care sector. Using administrative social security data covering the universe of long-term care workers and policy-induced exogenous variation, we find that increased foreign staffing reduces labor shortages but has diverging implications for the careers of native workers in the sector. While it causes a transition of those currently employed to jobs with better working conditions, higher wages, and non-manual tasks, it simultaneously diminishes re-employment prospects for the unemployed natives with LTC experience.
