    Abstract: In present-day South Africa, urban development agendas have inscribed doctrines of desirable and undesirable life in city spaces and the public that uses the space. This book studies the ways in which segregated city spaces, displacement of people from their homes, and criminalization practices are structured and executed. The author shows that these doctrines are being legitimized and legalized as part of a discursive practice and that the criminalization of lower-class members are part of that practice, not as random policing techniques of individual security forces, but as a technology of power that attends to the body, zooms in on it, screens it, and interrogates it

    Abstract: Die vorliegende Portfolioanalyse über die Entwicklungszusammenarbeit (EZ) im Gesamtkontext der Deutsch-Südafrikanischen Kooperation wurde im Rahmen eines umfassenderen Forschungsvorhabens über "Kooperation mit Ankerländern: Erfahrungen und Perspektiven" erstellt, mit dem das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) das Deutsche Institut für Entwicklungspolitik (DIE) im Frühjahr 2005 beauftragt hat. Gegenstand des Forschungsauftrages ist es, grundlegende Aussagen über deutschsüdafrikanische Interessenkonvergenzen und -divergenzen in Bezug auf Themen globaler Strukturpolitik zu treffen, eine Bestandsaufnahme der deutschen Kooperation der Entwicklungspolitik und angrenzender Politikfelder vorzulegen und dieses Gesamtportfolio im Hinblick darauf zu bewerten, ob es den deutschen Interessen an globaler Strukturpolitik entspricht.     Abstract: "The concept of anomie is one of the classics of sociological theory. Developed and evolved by scholars such as Emile Durkheim and Robert K. Merton, the concept refers to the absence of clear social norms and values and to a lack of sense of social regulation. However, whereas Merton focused on features of relative deprivation that cause anomie, Durkheim was primarily interested in the link between rapid social change and social anomie. According to the latter, normative regulation is threatened with being undermined and people are likely to lack the social and psychological means for adjustment in times of rapid social change. Empirically, it has been shown that citizens of changing societies are more likely to report feelings of powerlessness, loneliness and pessimism. Drawing on survey data from the South African General Household Survey polled in 2002, this paper examines the extent of social anomie in South Africa.     Abstract: Die vorliegende Studie erörtert die Möglichkeiten und Grenzen entwicklungspolitischer Dreieckskooperationen mit Ankerländern. Ankerländer sind aufstrebende wirtschaftliche und politische Mächte, ohne deren Engagement die Lösung aktueller und zukünftiger Weltprobleme kaum möglich scheint. Kapitel zwei diskutiert zunächst die Ziele der an Dreieckskooperationen beteiligten Ländergruppen. Hier wird deutlich, dass jede der drei Gruppen komplexe, teilweise widerstreitende Zielsetzungen verfolgt, so dass es wichtig ist, gleichgerichtete und konfligierende Interessen zu identifizieren. Projektbezogene Kooperation ist nur sinnvoll, wenn Interessenlagen weitgehend gleichgerichtet sind. Bei deutlich abweichenden Positionen der Neuen Geber kommen gemeinschaftliche Projekte in Drittländern zwar nicht in Betracht, aber es ist gerade dann wichtig, im Dialog zu bleiben und sich um eine Harmonisierung der Interessen zu bemühen.     Abstract: Beim Beobachten derzeitiger Protestbewegungen in der Postkolonie, besonders solchen von Studierenden, die die Ungleichheit auf dem Campus und in Gesellschaften allgemein thematisieren, lässt sich die Rolle der Kunst bei der Sichtbarmachung der verknüpften Formen des Kolonialismus und des Kapitalismus nicht übersehen. Diese Repräsentationen verleihen nicht nur abstrakten Ideen Sichtbarkeit, sie beinhalten zudem auch symbolische Repertoires, um Regime der Kolonialität anzugehen. Indem sie Erinnerungen an Kolonialisierung, Sklaverei und die Ausbeutung billiger Arbeitskräfte wachrufen, machen sie die kolonialen Ursprünge der heutigen sozialen Beziehungen sichtbar. Der Artikel reflektiert den Einsatz der Erinnerung anhand von poetischen und visuellen Praktiken, die 2015 Teil der Bewegungen #RhodesMustFall und #FeesMustFall an der Universität Kapstadt waren.     Abstract: Am 9.3.2015 bewarf Chumani Maxwele die Statue von Cecil Rhodes am Universitätsgelände der University of Cape Town mit Fäkalien. Aus dem Unmut gegen die Präsenz des Kolonialisten Rhodes an der Universität und damit aus der Kritik an dieser diskriminierenden Erinnerungskultur entwickelte sich eine der größten sozialen Bewegungen Südafrikas seit der Überwindung der Apartheid. Die Studierenden forderten mit dem Rhodes Must Fall und später mit Fees Must Fall den freien Zugang zur tertiären Bildung und einen universitären Raum jenseits von Diskriminierung und Rassismus. Dekolonisierung und Intersektionalität waren dabei zwei zentrale Schlagworte für das Verständnis der Unrechtserfahrungen der Studierenden und zugleich fassten sie die multiplen Forderungen der Studierenden zusammen. Die vielfache Zuschreibung dessen was Dekolonisierung und Intersektionalität bedeuten, ermöglichte es, Allianzen zwischen unterschiedlichsten Studierenden zu bilden und auch jene Studierenden, wie die LSBTIQs

AI could improve well-being by enabling innovation in business, education, health, ecology, urban planning, industry, etc. However, the high expectations could be little more than pious wishes. There are still too many open questions regarding the transfer required, and the selection of appropriate technology and its mastery. Given that the 'technology transfer' concept of modernization theories of the 1960s utterly failed because it had not been adapted to local needs, some scholars have called for an endogenous concept of African AI. However, this caused a lot of controversies. Africa became a battlefield of 'digital empires' of global powers due to its virtually non-existent digital infrastructure. But its economy, which is still suffering from the COVID-19 pandemic and the negative effects of the Russian war in Ukraine, faces a bleak outlook. Inflation, or even stagflation, is a major concern as it reflects cost pressures from disrupted supply chains and tight labor markets. The war in Ukraine could also lead to a sustained stop in European gas supplies from Russia. Fitch Ratings therefore forecast the likelihood of a technical recession in the euro zone due to ongoing gas rationing. Apparently the EU is at the mercy of two unpredictable powers, Putin and the weather. China is also affected by global imbalances, and when China coughs, Europe catches the flu. L'inflation, voire la stagflation, est une préoccupation majeure, car elle reflète les pressions sur les coûts des chaînes d'approvisionnement perturbées et des marchés du travail tendus.     Abstract: "In the immediate post-Apartheid period many commentators gave the country, and the newly elected African National Congress (ANC) government, short shrift. Whilst there was a predominant air of hope an underlying 'Afro-pessimism' was prevalent. Now, after more than 10 years of sustained - albeit fairly sedentary - economic expansion and a recent acceleration in the growth trajectory opinions are being revised. This re-evaluation is naturally supported by the government. But significant domestic problems remain. These problems play out in South Africa's approach to global economic and political relations, and underpin the analysis in this report. How might these dynamics play out in specific 'global structural domains' in the future? This report is structured as follows: Part two considers South Africa in the global and African contexts. It begins by reviewing South Africa's integration into and prospects in the global economy. Then it considers the domestic socio-economic dynamics
